Over the past three years, the City has made significant progress with regard to this project. On November 20, 2000, the Mayor and Council approved an agreement with Milford Wayne Donaldson, F AlA, Inc., for the final design work related to the Depot restoration, As part of the Section 106 historic review required by this work, a public meeting is being scheduled for late February to discuss the proposed adaptive reuse plans. Prior to that meeting, it is recommended that a luncheon workshop be scheduled so that the consultant and staff can brief the Mayor and Council regarding the plans. C"l ~ t'l ~ tr1 ~ t'" 1 SAN BERNARDINO SANTA FE STATION Brief History San Bernardino's fIrst depot was a boxcar. It was replaced about 1887 by a large, two-and-a-half story frame station that also housed division headquarters and an eating house. In 1916, a spectacular fIre destroyed this building, as well as other railroad property. Heat melted the huge iron doors of the depot's supposedly fIre- proof vault, and 30 years of records for the Atchison, Topeka & Santa Fe (Los Angeles Division) were destroyed. Two years later, a new reinforced concrete station was completed just west of the old depot. At the throttle of the first train was the same AT &SF engineer who had opened the preceding station, three decades earlier. Trains of the Los Angeles & Salt Lake (Union Pacific system) also used the new facility. The Mission Revival style building, designed by company architect W.H. Mohr, had four domed towers anchoring the center portion. A 330-foot-Iong trackside arcade extended past the station's two-story, asymrnetrical wings. Inside, colorful ceramic tiles in shades of brown, gray, and green were used in the wainscoting of three waiting rooms (general, ladies, and men's smoking), above quarry tile floors, Harvey House dining and lunch rooms were on the depot's east end (with living quarters above). This area was enlarged in 1921. Baggage and express were handled from the west end, with division headquarters on the second floor and the tower floor. The superintendent's suite had space for nearly 40 desks. The station's rnodern amenities include a tube system, by which telegrams could be distributed among the many offices (without need of a messenger boy) and a state-of-the-art telephone system for dispatching trains.' In the early 1990s, ownership of the depot was transfeITed to the local transportation authority and is currently owned by the City of San Bernardino and the San Bernardino Associated Governments, Today, the depot continues in its transportation role as the location of the Metrolink Station. Amtrak also continues to occupy the waiting room. The City of San Bernardino has retained services with Architect Milford Wayne Donaldson, FAIA, a San Diego based preservation architectural fIrm to develop restoration and rehabilitation plans for the historic Depot. Imagine it all; warm weather, orange groves, palm trees, exotic flowers, and vine covered trellises. You had seen colorized postcards of California. I I I I I I I I I I I I I~ I I I I I I I I I ~ DEPOT RENOVATION The first step in rebuilding the neighborhood is the renovation, restoration and reuse of the historic Santa Fe Depot. This major effort is well underway. Much of the planning, hazardous material abatement, architectural design, working drawings and specifications have been completed. A total of thirteen million dollars from several funding sources has been earmarked for the restoration of the depot. Construction is expected to commence by December 2001, and to be completed by July 2003. DEPOT DISTRICT The next step is to integrate neighboring uses and create a neighborhood identity for the surrounding area reinforcing the architectural context of the depot. It is inappropriate to separate the depot from its surrounding neighborhood. Creating an aesthetic physical connection between the depot area and the commercial properties will be mutually beneficial to depot tenants, travelers, and the nearby business owners. Pilaster columns toped with light fixtures consistent with the street light standards will provide continuity of design. An additional feature to provide visibility of the stairway from the depot area might be the inclusion of an ironwork arch feature identifying the commercial site and access stairway. At the present, the commercial properties are separated from 3'd Street by a six-foot high iron fence. A barrier is needed to prevent pedestrians from accidentally falling down the slope. The visual impact of the fencing can be softened by introducing pilaster supports at eight-foot intervals and planting vines that will grove into an aesthetic landscape feature. Railroad Museum A museum to house Santa Fe's historic steam 4-8-4 locomotive No. 3751 is being planned by the San Bernardino Railroad Historical Society, ~~qj (SBRH~). However, there is sufficient area to accommodate the museum on this site. Parking spaces that would be lost to the museum building will be recaptured through additional land that will be added by the realignment of Viaduct Boulevard. The museum's parking need will be greatest on the weekend when the depot's need is reduced, allowing for more efficient shared parking between the users. These trees identify the area and add to the southwest character of the neighborhood. The height and stature of the palm trees reinforce the southwest identity of the depot and its environs. New Tipuana Tipu street trees will be planted at approximately 40-foot intervals along 2nd Street, 3rd Street and Viaduct Boulevard. These trees will add a lower height semi-evergreen shade landscape environment. Each tree within the public right-of-way will be located in a tree well and watered by an automatic irrigation system. A 14-foot wide landscaped traffic median will be installed along 2nd Street between Mount Vernon Avenue and K Street. 11i~ ~ One hundred-thirty new street lights are to be installed. The street lights will be of a design that is consistent with the heyday of the depot and spaced approximately 70 feet on center along 2nd Street, 3rd Street and Viaduct Boulevard. Approximately 15,000 square feet of land will have to be acquired from the adjacent commercial property owner for the realignment. The realignment will also provide additional land area for future parking in the landscaped island west of Viaduct Boulevard. The realignment will square up the east end of the island area making it able to accommodate additional and more efficient future parking. The added area provides space for up to 100 parking stalls. The redesigned roadway will have angle parking on both sides and a single travel lane. Neighborhood identity, unity and aesthetics would be enhanced by the construction'" of pilasters, walls and planters of river rock, and the planting of trees in residential front yards along entire blocks. Vernon to Giovanola Avenue is the west entry to the Historic Depot District. Utilizing the power of EDA, the vacant property on the south side of Third Street should be developed for retail and restaurant uses. Offer sufficient financial incentives to motivate a developer to participate in a pilot project. In addition to incentives provided by upgrading the street, curb, gutter, sidewalk and installing a raised landscape median along Third Street, the City could waive planning and building permit fees and the EDA could reimburse the selected developer for a portion of the cost of land acquisition and grading the site. MASTER ENVIRONMENTAL IMPACT REPORT The Development Services Department would prepare and obtain approvaJ of a Master Environmental Impact Report for new development on Third Str'ee'V from Mt. The existing fe'nce along the south side of Second Street could be modified to add masonry pilasters, trees and a 4' to 6' high plant wall.
