STAFF REPORT
Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino rejecting all bids received
on February 6, 2001, for a project to retrofit existing incandescent traffic signal lamps citywide with
Light Ernitting Diode (LED) lamps; and approving the execution of a purchase order with Synchronex
for the supply of a maximum of 8, 151 LED bulbs to the City of San Bernardino.
Backl!round:
Effective September II, 2000, Southern California Edison (SCE) announced that it was offering an LED
Traffic Signal Rebate Program to cities throughout Southern California on a "ftrst come-ftrst served"
basis. The program encourages the retroftt of incandescent trafftc signal lamps with the more energy
efficient LED lamps to signiftcantly reduce trafftc signal energy demand and utility costs to the City.
On September 28,2000, Public Works Engineering staff was successful in obtaining an approved LED
Traffic Signal Rebate Reservation Request for $918,720.00 to retroftt a maximum of 8,151 bulbs with
LED units at 232 traffic signals and pedestrian flashers throughout the City. This is the second largest
grant of all applicants within the SCE service region,
On January 8, 2001, the Mayor and Common Council authorized the Director of Development Services
to advertise for bids. The project was advertised in the local newspaper, Plan Rooms, local Chamber of
Commerce and Construction trade newspaper (also known as Green Sheet).
On February 6, 2001 the bids were opened. The following two companies responded to the call for bids:

The lower bid of $2,220,607.90 far exceeds the original expected cost of approximately $1,400,000.
Staffrecommends that all bids received on February 6, 2001 be rejected.
Based on the bids received it has become apparent that contractors and suppliers are being overwhelmed
by the heavy regional demand associated with this program and energy savings measures being pursued
by agencies in general.
The LED Retrofit program includes 100 percent reimbursement of material costs for the bulbs installed
before June 1,2001, and 50 percent reimbursement for those completed before January 1,2002. Staff
also estimates that 15 percent of the trafftc signal heads and pedestrian heads are obsolete and need to be
replaced to accommodate the new LED units. Time is of the essence if we are to meet the deadline for
full funding for the greatest percentage of bulbs,

The conditions associated with the LED Rebate Program stipulate that SCE will provide incentive
rebates per installed unit (lamp) based on the actual cost of the materials only. The incentive amount
paid will be the invoiced amount for the LED lamps, not to exceed the posted incentive amount. The
lamps purchased must adhere to the specified power demand range. The annual energy cost savings is
estimated to be a minimum of $274,000, based on current utility rates. The actual savings could be
higher if electrical rates are increased. The payback period for the local match requirements realized by
the cost savings of the program would be 1.5 years or less based on current utility rates.
Although the line item costs are slightly different, the estimated "bottom line" costs based on Staff
installation remain consistent with the estimates provided at the January 8, 2001 Council meeting as
follows:

Replacement of obsolete signal and pedestrian heads to accommodate LED's
Admin, Engineering, Inspection & Contingencies
Equipment Rental (2 Bucket Trucks for 3 months)

In an effort to receive the maximum rebate from SCE, staff is planning to do the work in-house. It is
estimated that the work can be completed in 70 to 80 working days with City forces. The cost for City
forces to install the LED bulbs, including sales tax and a small portion of the material costs, totals
$408,200 and represents the local match requirement of the City.
Staff contacted three firms and received only one response wherein the supplier agreed to meet the city's
needs. Unit costs vary for the fourteen different bulb styles from the supplier, Synchronex (See Exhibit
"A"). Staff believes that response to be reasonable given the current market.
Financial Impact:
Funding for this project will be charged to Account No. 631-332-5504-7218 (Utility Fund). The
Southern California Edison "LED Traffic Signal Rebate Program" will be responsible for $918,720. The
remaining $408,200 will be the City's responsibility to fund. Payback of the local match over a period
of 1.5 years (+/-) will be funded from the estimated $274,000+ annually in energy savings expected to
be achieved as a result of this project (based on current utility rates).
Recommendation:
I. Adopt resolution rejecting all bids received on February 6, 2001, for the LED Retrofit Project, and
authorizing execution of a Purchase Order with Synchronex for the supply of a maximum of 8,151 LED
bulbs to the City of San Bernardino.
2. Authorize the Director of Finance to amend the 2000/2001 budget to include $1,326,920 in Account
Number 631-332-5504-7218 (Utility Fund - expense) and $918,720 in Account Number 631-000-4944
(LED Retrofit Program - revenue), leaving a local match requirement of $408,200 to be paid over the next
two years from energy savings; and

As requested, we contacted three suppliers for the City's LED Traffic Signal re-Iamp project (Dialight,
Pacific Lighting and Synchronex). Because of California's current energy crisis, manufacturers of
LED units have been overwhelmed with orders for the energy saving devices and cannot meet the
current demand.
The State of California's Department of Transportation just recently purchased $ 5 million in LED's
and currently has a bid out for another $ 16 million. Also, numerous Cities and Counties throughout
the State of California are rushing to put out purchase orders and contracts to buy LED's.
Two of the suppliers, Dialight and Pacific Lighting, refuse to bid on the City's project because they
have more orders than they can provide. Synchronex agreed to supply a minimum of 50 % of the
City's order within 90 days and the remainder within 120 days with phased delivery as the lamps
become available.

Southern California Edison is offering a LED Traffic Signal Rebate Program effective
September 11, 2000. The program has been established to encourage the retrofit of
Incandescent Traffic Signals with LED (Light Emitting Diode) Lamp replacements to
reduce demand and save energy. The details of the program are:
· Incentive per LED lamp:

· The incentive amount paid will be the posted incentive amount, not to exceed the
invoice amount for the LED lamp. Spare LEOs are not eligible for incentives,
Installation labor costs and sales tax will be the responsibility of the participant.
· The amount of the actual incentive is dependent on the quantity of lamps
replaced. If less equipment is installed than was specified in the program
application, the incentive paid will be less than indicated. In addition, if more
lamps are installed than specified in the program application, the additional lamps
will qualify if additional funding is available.
· Lamps purchased must adhere to the Power Demand ranges as specified in the
table below. Lamps above the maximum range are not eligible the LED incentive
for.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO REJECTING ALL BIDS RECEIVED ON FEBRUARY 6, 2001,
FOR A PROJECT TO RETROFIT EXISTING INCANDESCENT TRAFFIC SIGNAL
LAMPS CITYWIDE WITH LIGHT EMITTING DIODE (LED) LAMPS; AND
APPROVING THE EXECUTION OF A PURCHASE ORDER WITH SYNCHRONEX
FOR THE SUPPLY OF A MAXIMUM OF 8,151 LIGHT EMITTING DIODE (LED)
BULBS TO THE CITY OF SAN BERNARDINO.
Whereas, on January 8, 2001, the Mayor and Common Council adopted Resolution No.
2001-4, authorizing submittal ofa Light Emitting Diode (LED) Traffic Signal Rebate Program
Application to Southern California Edison for $918,720.00, and authorizing the advertising for
bids for the LED Retrofit Project; and
Whereas, the lowest of the two bids received on February 6, 2001, for the LED Retrofit
Project exceeded by over 50 percent the original anticipated cost of both materials and labor;
and
Whereas, the LED Retrofit Program includes 100 percent reimbursement of the
material costs for the bulbs installed before June 1,2001, and 50 percent reimbursement for
bulbs installed before January I, 2002; and
Whereas, the LED bulbs (a maximum of 8, 151) are available from Synchronex at a
cost not to exceed $989,359.54; and
Whereas, Synchronex is a competent and reliable traffic signal material supper; and of
the three firms contacted by staff, provided the only responsive quote for the supply of a
maximum of 8, 151 LED bulbs; and
Whereas, City staff will be utilized to install the bulbs on the traffic signals, resulting in
a total cost for materials and labor that is even less than the original anticipated cost of both
materials and labor; and
Whereas, based upon the above recitals, Municipal Code Section 3.04.010B3
authorizes this purchase with the approval of the Mayor and Common Council.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Common Council of
the City of San Bernardino hereby reject all bids received on February 6, 2001 for the project to
retrofit existing incandescent traffic signal lamps citywide with LED lamps; authorize the
Purchasing Manager to issue a Purchase Order to Synchronex for a maximum of 8, 151 LED
bulbs in an amount not to exceed $989,359.54; that such an award shall only be effective upon
the issuance of a Purchase Order by the Purchasing Manager signed by the Mayor; and that the
authorization to execute the above referenced Purchase Order is rescinded if it is not issued
within sixty (60) days of the passage ofthis resolution.
