City of San Bernardino - Request for Council Action
Staff Report
Subiect:
Authorization to execute Contract Change Order No. One to the contract with Janus
Corporation for abatement of lead-based paint, asbestos, PCB, and clean-up at the San
Bernardino Santa Fe Depot.
Backeround:
On December 4, 2000, the Mayor and Common Council awarded a contract to Janus
Corporation for abatement of hazardous materials at the San Bernardino Santa Fe Depot.
The original bid was for the removal of 5,000 square feet of loose ceiling tile at $2.00 per
square foot. During the initial final design site visit by the architect, Milford Wayne
Donaldson, it was suggested that all of the ceiling tiles be removed and not just the loose ones
originally contracted for, as it was determined that they contained asbestos and are of no
historic value. During the removal process, interior work areas are contained within plastic
sheeting so that the asbestos will not contaminate the air. For this reason, it would be more
economical to remove all of the tile at this time rather than with the subsequent rehabilitation
phase of the project. There is an additional 13,000 square feet of tile needing to be removed at
$1.12 per square foot.
Financial ImDact:
All costs incurred for this project are charged to Account No. 123-558-5504-7178 (Restoration
of the San Bernardino Santa Fe Depot). In addition, all costs associated with the Depot
rehabilitation are reimbursable through $1,371,746.00 in federal transportation funds awarded
excepting the local match requirements. The City received $168,926.00 from SANBAG on
July 6, 1999 as local match funds for this project. The net cost of this change order is
$14,560.00 and is within the $58,800.00 set aside for contingencies.
Recommendation:
That the Mayor and Common Council approve Contract Change Order No. One to the contract
with Janus Corporation for abatement of lead-based paint, asbestos, PCB, and clean-up at the
San Bernardino Santa Fe Depot.
