appointments, promotions and other personnel actions to be reviewed by the Mayor and
Common Council at the February 20. 2001 Council meeting.

POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the
February 20, 2001 Council meeting.
CLASSIFIED
GENERAL FUND
1. Senior Shelter Office Specialist (Freese. Susan) - Appointment
ANIMAL CONTROL
Filling this vacant position will increase efficiency in the department by providing
adequate supervision of office staff, cross training, allocation of duties, time
management and multitasking. This appointment will also increase customer
service through proper training of office staff and by having an additional staff
member to substitute for absent personnel.
The cost savings for filling this position will be generated through increased
revenues due to expedited billing of contract cities and efficient collection of fines
and late fees.
2. Draftsperson (Gallardo, Florante) - Appointment
DEVELOPMENT SERVICES
The Public Works Design Section of the Development Services Department is
desperately in need of a Draftsperson. This position assists with preparation of
street, sewer and storm drain improvement plans. In addition, this position
provides direct customer service to the public at the department's public
information counter by responding to inquiries and researching existing utility
connections and reviewing and issuing excavation and wide load permits.
3. Food Service Supervisor II (L1ovd, Jeannie) - Appointment
PARKS, RECREATION & COMMUNITY SERVICES
The Nutrition Supervisor II position is a grant-funded position within the Parks,
Recreation and Community Services Department
The incumbent will supervise two (2) main preparation kitchens, five (5)
additional service sites and 20-25 staff and volunteers.
The Senior Nutrition Program is funded through a grant from the County of San
Bernardino Department of Aging and Adult Services. This program feeds 200 or

more seniors, 254 days per year. This position provides the necessary expertise
required to operate this most needed program.
5. Heaw Eauioment Ooerator (Ybarra. Ronnie) - Promotion
PUBLIC SERVICES
This is an essential position to the Department. The Heavy Equipment Operator
is a key member of the street maintenance crew and, as the title suggests,
operates heavy equipment in support of maintenance and repair of the City's
infrastructure. This maintenance and repair extends the life of the City's
infrastructure and delays or eliminates more costly projects such as removal and
replacement.
6. Telecommunications Technical Coordinator (Lavon. Klvde) - Promotion
TELECOMMUNICATIONS
Filling this position will allow for better scheduling of personnel, maintenance of
equipment and technical video production coordination. The bulletin board will
be updated on a regular basis, Channel 3 will have the technical expertise to
operate at peak efficiency. There will be a salary savings by filling this position at
Step A.
