PUBLIC CONSUMPTION OF ALCOHOL
9.28.010 Urination and defecation prohibited where.
Any person who, in any public park, street, alley, highway,
public meeting, assembly, or other public place, or in the
immediate neighborhood thereof and in view from the same
places, urinates or defecates, shall be deemed guilty of a_
demeanor. provided. that this section shall not be applicable
to the act of urinating or defecating in a proper receptacle in
a restroom or bathroom in any enclosed structure. (Ord. 2552
(part), 1964; Ord. 1657 ~ 1,1941.)
9.28.020 Masturbation prohibited where.
It is unlawful for any person to masturbate in a public
restroom or other public place. In ordir to establish the com-
mission of the foregoing offense, it shall not be necessary to
prove that the accused had an orgasm or an emission. (Ord.
2552 (part), 1964;Ord. 1657 ~ 2, 1941.)
9.28.040 Violation - Penalty.
Any person or persons violating any provISIon of this
chapter is guilty of an infractiQll, which upon convictio
thereof is punishable in accordance with the provisions of
Section 1.12.0 I 0 of this Code. (Ord. MC-460, 5-13-85; Ord.

9.28.030 Presence in public restroom where person mastur-
bating prohibited.
No person shall knowingly be present. in any public rest-
room where another person or persons are masturbating. (Or

SAN BERNARDINO - Thirteen-year-
old Justin Carter and his family got a new
house Saturday without even leaving home.

white paint with blue trim, and the 30-cubic-

"It's better than what it was," said Car-
ter, who was dressed in a paint-streaked
shirt. "I just hope my bus driver doesn't
pass up the house."
The effort was part of Neighborhood
Pride Day, co-sponsored by the San Bernar-
dino VaHey Association of Realtors and the
San Bernardino Neighborhood Housing
Services.

Karen Schwartzkopf, communications
chairwoman for the Realtors' board, spent
much of the morning painting a house on
I7th Street.
"The houses we're painting were the
ones that needed painting on the street and
they didn't have the money to do it," she
said. "It catches on because neighbors see
the work being done, and before you know
it, they're painting their houses too,"
Leonard Davenport, 50, NHS commu-
nity relations chairman, sent scouts to find
houses that needed work and find out what

Mattie Cole watched from the sidewalk
as volunteers finished the blue trim on the
Carter house. Cole's Tenth Street home re-
ceived a paint job, landscaping, and a new
tool shed last year from the agency.
"It wasjnst beautiful and it was more
than I could have afforded,'. said Cole. 57,
who was somewhat skeptical ofthe volun-
teers' intentions last year. "I thought it was
too good to be true that someone would do
that much work for nothing."
Michael Ponce of the housing services
agency thanked the volunteers for helping
change the face of the neighborhood as they
gathered for a lunch of chile verde, rice,
beans and tortillas.
While many groups try improve housing
conditions by loaning money or building
low-income dwellings, Ponce, 39, said NHS
takes a broader approach.
"Our goal is to positively change those
neighborhoods," he said. "We can build af-
fordable housing to kingdom come, but if
you don't tend to the health of the neighbor-
hoods, then it's a wasted effort." )
