Base Line Street, in accordance with Plan No. 8712, be approved,
to authorize extra work consisting of refuse enclosures, planter
area, two 8-foot chain link gates and fencing, Type "A" curb,
electrical service panel, place slag, and remove concrete slab,
at an increase in the contract price of $ .21, from
$44,l06.50 to $69,l34.71.

Cons'truction of parkinq Lot
at 1620 West Base Line Street
The Economic Development Agency requested our assistance in
preparing plans and advertising for bids, for construction of
parking lot improvements at l620 West Base Line Street. Time was
critical, due to the urgency to have a contract awarded prior to
expiration of the approval granted by Conditional Use Permit No.
91-09.
Authorization for us to proceed with preparation of the plans,
specifications, and estimate was granted by the EDA. These items
were accordingly completed in accordance with the conditions of
approval established by Conditional Use Permit No. 91-0.9, and
directions by the project manager for EDA.
Conditional Use Permit No. 9l-09 included a requirement for a
concrete block wall along the rear of the buildings. EDA
solicited informal bids for this item of work. The refuse en-
closures were included, since they entailed a similar type of
work. However, the bid prices submitted were unacceptable.
EDA's project manager then requested approval from the Department
of Planning and Building Services to delete the concrete block
wall. Approval was given, subject to a planter being
constructed, landscaping and an irrigation system provided, and
gates installed to preclude access to the rear of the buildings.
A change order was negotiated with the Contractor for these items
of extra work. The two required refuse enclosures were also
included, since they were not installed under a separate contract
for the block wall. Installation of an additional electrical
service panel, for the new security lights, was also incorporated
into the change order, since it was determined that these lights
could not be served from the existing panels for the buildings.
The placement of slag over 3,800 square feet of unpaved area was
also included in the change order.
At the request of the EDA, some of

During demolition of the existing parking lot pavement, a
concrete slab was encountered. This slab was about 1,725 sq.
ft., and had to be removed in order to allow for construction of
the project improvements. Also, it was discovered that the water
services to the buildings were only about 6 inches below the
surface of the pavement. The demolition resulted in leaks in the
service lines, which required them to be replaced.
The total additional cost of Contract Change Orders No. l, 2, & 3
is $25,028.21, which will increase the contract price from
$44,106.50 to $69,134.71. We have reviewed the prices quoted by
the Contractor and found them to be fair and reasonable.
An amount of $60,000 was to be provided in equal amounts by the
owner, tenant and EDA. The total project cost included an amount
of $7,333.50 in contingencies and $3,000.00 in unallocated funds.
Therefore, supplemental funds in the amount o.f $l4,694.71 will be
needed to finance the addi tiona1 cost for these three' change
orders.

sufficient funding being provided.

THIS CUllGB ORDBR PROVIDBS FOR compensation for extra work
required due to unforseen conditions during the excavation of the
existing parking lot.
During the excavation of the original parking lot, an eXisting
concrete footing and slab were discovered. It was necessary to
remove these items and fill in the removal "areas in order to
properly grade the parking lot prior to the paving operation. There
were also two existing water services that were deteriorated that
needed to be removed with new water lines installed.
This change order provides compensation this extra work, at the

THIS CUNGE ORDER PROVIDBS FOR compensation for extra work
required by Planning and Building Services.
There were additional conditions that were required by the Planning
and Building Services Department, contract change order No.3
addresses those improvements that were installel! in the side of the
building. They included the installation of a trash enclosu~, and
the installation of an electrical service for the parking lot
lighting and the irrigation controller. Additionally~ the
Redevelopment Agency suggested that slag be placed at the rear of
the building, which was unpaved.
This change order provides compensation for placement of the
improvements, at the agreed price of $6,926.45.
