Savings & Loan Buildings for Use as a Police

The approximate 5,75 acre site, at "E" Street and 7th Street,
was acquired for a purchase price of about $3.5 Million. This
site is ideally located for a Police Station, and has good
access to three adjoining streets. The Police Department is
well pleased with this site, and feels that it is an ideal
location.
Two buildings are on this site. One is a four-story building,
at the northeast corner of "E" Street and 7th Street, commonly
referred to as Building "A," and the other is a two-story
structure to the north, commonly referred to as Building "B,"
This site is fully developed with parking and landscape im-
provements. The site is served with all utilities. It is
estimated that the value of the site and utility improvements
is between $500,000 to $750,000.
Adequate surface parking can be provided on the site. This
fact avoids the necessity to construct a parking structure, at
a cost of up to $10,000 per space.
The cost of constructing a new building is at least $1,000,000
more than the cost of renovating the two existing buildings.
Deducting the value of the site and utility improvements, and
buildings, leaves a net cost of about $2,000,000 for this site.
This equates to a little over $8.00 per square foot for the
land only, which is very attractive in comparison with current
pricing levels.
An analysis of the two buildings has been conducted by the
Structural Engineer, This analysis indicates that Building "A"
will need more retrofitting for seismic forces than first
thought. The cost for retrofitting Building "A" is about
$1,000.000. However, Building "B" was found to be in better
condi tion than the first estimate, and ~lill cost only about
$300,000.

A preliminary estimate of cost for renovating these buildings
has been prepared by the Architect. This estimate is in the
amount of $6,187,817, and is referred to as Alternate No. l.
This alternate includes additions to Building "A" as needed to
meet 1992 program space needs.
The separation of the two buildings will pose some operational
problems for the Police Department. Assurance has been given
by the Police representative that they will do everything
possible to make this arrangement work. However, they have
estimated that $90,000 in extra costs will conservatively be
incurred each year, due to the method of operation mandated by
the separation.
Alternate No. 2 includes renovating Building "A," and con-
structing an addition to Building "A." The addition would be
two-story, with an area of 32,344 sq. ft. A total area of
67,877 sq. ft. would be provided, which will meet 1992 program
space needs. The addition could be designed to accommodate a
third story for expansion at some future date, whenever needed
and when adequate funds were available. The preliminary esti-
mated cost of Alternate No.2 is $6,990,387.
Under Alternate No.3, Building "A" would be renovated, and a
three-story addition constructed. A total area of 77,892 sq.
ft. would be provided, which will accommodate some future
growth. The preliminary estimate of cost for this alternate is
$8,277,142. Constructing the three-story addition at this time
will eliminate the disruption to police operations in the
future when the top level is constructed, and allow the project
to take advantage of current favorable bid prices,
At their meeting of 9-30-92, the Design Development Team unani-
mously recommended Alternate No.3.
A previous space needs study for a new police station
determined that a facility to meet all identified criteria
would cost up to $27,000,000. The cost for acquisition of the
site at "E" Street and 7th Street, and renovation/construction
costs at a little over $10,000,000, compares very favorably
with the previous study.
The Agreement for Profes~~~~~l Services with Leach Mounce
Architects was negotiated for a project with an anticipated
cost of about $3,000,000, Compensation for architectural
services was not to exceed $219,000. Since the construction
cost for this project will apparently be more than for the
amount upon which the Agreement was negotiated, an adjustment
will be needed in the compensation for architectural services.
