proceeds, for acquisition of land and improvements,
approved.
07-06-92 -- Plans for Phase I approved and authorization granted
to advertise for bids.

STAFF REPORT
Contract Award
Phase I - Expansion of Pioneer Cemetery
Bids for Phase I of the expansion to Pioneer Cemetery were opened
at 2:00 p.m., Tuesday, 9-8-92.
A total of 3 bids were received, ranging from $93,896.20 to
$139,915.70 for the Basic Bid. The low bid of $93,896.20 is
30.8% over the Engineer's Estimate of $63,076.00.
The contract documents included an estimated quantity of 920
lineal feet for the concrete block/wrought iron fence. However,
the plans were revised to reduce the quantity of fence by 278
lineal feet, from 920 lineal feet to 642 lineal feet. Contract
Change Order No. One will decrease the estimated quantity of
fence by 278, which will reduce the contract price by $8,896.00,
from $93,896.20 to $85,000.20.
Installation of plant materials was to be done by the Department
of Parks and Recreation. Additive Alternates "A" through "H"
were included in the contract documents, in the event that these
items could be done by the Contractor, if desired. The Depart-
ment of Parks and Recreation has indicated that they will be able
to install the plant materials. Installation of the trees will
need to be done after the Contractor has installed the irrigation
system and before the hydro-spray is applied.
Additive Alternates "I" and "J" for aggregate base and asphalt
concrete, were also included in the contract documents, even
though it was envisioned that these items would be done by the
Department of Public Services. The Department of Public Services
has confirmed that they will be able to perform these items of
work.
Below is an estimate of the total project cost, based upon the
actual low bid price for the Basic Bid, as modified by Contract
Change Order No. One. The low bid prices for the Additive
Alternates are included in this estimate, even though these items
of work will actually be done by City forces.

TOTAL ESTIMATED PROJECT COST
An amount of $102,177.00 has been allocated by the Conununity
Development Conunission, from tax allocation bond proceeds, to
finance the costs that will be incurred for this project. Also,
an amount of $15,817.00 will be transferred from "Fund Balance,"
Account No. 244-000-30405, to "Land Acquisition and Improve-
ments," which will provide a total amount of $117,994.00 in
available funds.

Supplemental funds, in the amount of $17,006.00 will be needed to
fully finance the. total. estimated project cost. An item to
allocate these supplemental funds is scheduled to be on the
Conununity Development Conunission's agenda of 10-5-92.
We reconunend that a contract be awarded 0 the low bidder, subject
to provision of the necessary supplemental funds.

accordingll' to said bidder for the total amount of $85,000.20,
and Contract Change Order No. One is approved, but such award
shall be effective onl~ upon the contract being fully executed by
both parties. All other bids, therefore, ar.e hereby rejected.
The Chairrnc:n is hcreb:,' auth"rized and directed to execute said
contract on behalf of the City; a copy of the contract is on file
in the office of the City Clerk and incorporated herein b~
reference as fully as though set forth at length.
SECTrON 2. This contract and any amendment or modifica-
tions thereto. shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution.
SECTION 3. This resolution is rescinded if the parties
to the contract fail to execute it within sixty (60) days of the
passage of this resolution.
