The improvements consist primarily of street improvements, street lights, a storm drain and landscaping on Highland Avenue, as well as a traffic signal at the intersection of Highland and Boulder Avenues. These funds, totalling $800,000 are to be provided from bond proceeds of the Agency as indicated by the priority list of projects adopted by the Community Development Commission at the March 7, 1992 IDA Budget Workshop. The funds of the Agency have been proposed for this matter because the improvements will further the redevelopment purposes of the Agency by encouraging and enhancing development along a major entrance to the City whiCh provides access to and from the various redevelopment project areas of the Agency. The improvements will increase the desireability of industrial, commercial and residential development in Agency redevelopment project areas due to the realignment of a major entrance to the City which allows for safe access to a major development on streets leading into and out of the project areas. Due to recent actions by the State of California and the impacts of the downturn in the City's economy, no other reasonable means of financing is presently available to the Ci ty or the Agency. The state Health and Safety Code provides that the Agency may fund the improvements to the extent that it determines that the activity is of benefit to the project areaa of the Agency. Based upon the foregoing it is appropriate that the Agency and the City adopt the attaChed resolutions making findings and determinations aa to the benefit of the improvements. The resolutions will provide for the consent of the Council and the Commission to the payment of the costa of the improvements by the Agency. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO MAKING FINDINGS AND DETERMINATIONS AS TO THE BENEFIT OF UNDERTAKING CERTAIN PUBLIC IMPROVEMENTS TO VARIOUS REDEVELOPMENT PROJECT AREAS OF THE AGENCY. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Recitals hereinabove are true and correct and are incorporated herein by this reference. SECTION 2. The Council consents to the payment by the Agency of the costs of the Public Improvements as outlined in the Reimbursement Agreement Wal-Mart Site Highland Avenue Improvements dated , 1992, and the Development Agreement Between the City of San Bernardino and GatlinjDoerken Developments, dated , in order to implement the redevelopment plans of the Agency for the reasons set forth in the Recitals hereinabove. The Council further finds and determines that no other reasonable means of financing the Public Improvements is presently available to the City or the Agency and that the City and the Agency require the use of revenues generated from the various project areas of the Agency in order to fund the Public Improvements. SECTION 3.
