STAFF REPORT
In memos dated July 20 and August 5, 1992, Bert Murphy requested
reorganizing the Facilities Management Division.
The Facilities Management Division believes that it can provide
improved service for less cost through the following actions:
1. Exchange one (1) Typist Clerk II position for one (1)
Maintenance Painter position.
2. Fill vacancy created by retirement of ElectricaljHVAC
supervisor at Step 5 with another employee at Step 1.
Neither of these recommendations will displace current employees.
Recommendations are based on pending vacancy or transfer.
RECOMMENDATIONS
1. Eliminate the position of Typist Clerk II, which was filled
at Range 1243, Step 3, $1,641jmonth. This position is now vacant
due to a transfer. Establish a Maintenance Painter position at
Range 1292 to be filled at Step 1, $1,901jmonth.
A comparison of the annual compensation for Typist Clerk II,
Step 3, and Maintenance Painter, step 1, including 21.37% for
variable fringe benefits, is as follows:
*$23,900jyear for Typist Clerk II, Step 3
*27,687jyear for Maintenance Painter, Step 1
Annual compensation increase totals $3.787.
2. The retiring ElectricaljHVAC Supervisor is paid at Range
2406, Step 5, $4,083jmonth. The vacancy would be filled at
step 1, $3 , 360jmonth. Following is a comparison of annual
compensation, including 21.37% for variable fringe benefits that
rise with salary:

Uses brush, roller or spray gun in applying paint, varnish,
shellac, enamel, lacquer or other protective or decorative
finishes to various surfaces, such as wood, metal, glass,
plaster, stucco, wallboard, brick and cement: scrapes, sands,
fills or in other manner prepares surfaces for painting or
repainting: applies under and finish coats to plaster walls
and other surfaces: refinishes furniture and other equipment:
erects, rigs or moves scaffolding and platforms: cleans
brushes, tools and other equipment; paints signs: cleans and
paints swimming pools: latches and seals roofs: washes
vehicles: may layout and paint athletic courts and parking
lots: estimates amounts of materials and labor required for
painting jobs: installs drywall and does plastering; observes
safety rules: lays drop cloths; plans and lays out assigned
tasks: )aeps time, labor and material records: may direct the
work of helpers: requisitions supplies: operates City vehi-
cles: and performs related work as required.
MINIMUM QUALIFICATIONS
Graduation from high school or
of experience as a journeyman
equipment.
G.E.D. equivalent: and 2 years
painter using hand and power
Possession of a valid Class III California Driver's License
is required.
GENERAL QUALIFICATIONS

Methods of preparing different surfaces for painting and
repainting:
Appropriate safety precautions and procedures:
Paint and the mixtures of paints:
Equipment used in both brush and spray machine painting:
Shop mathematics applicable to the painting trade.

ORGANIZATIONAL RELATIONSHIPS
The class of Maintenance Painter is the journey level in the
painting series. Supervision is received from a Carpenter
Supervisor. Lead supervision may be exercised over assigned
helpers on assigned projects.

ELECTRICAL AND HVAC SUPERVISOR
JOB DESCRIPTION
Under general supervision, to supervise and participate in
the installation, maintenance and repair of electrical
service, air conditioning, heating, refrigeration and venti-
lation systems; and to perform related work as required.
REPRESENTATIVE DUTIES
supervises and participates in skilled maintenance and repair
of electrical service, air conditioning, refrigeration,
heating and ventilation systems; maintains records of parts
and materials used; estimates and orders materials and
equipment; reads blueprints and layout plans for installa-
tion, repair and modification work; contacts vendors and
manufacturers in the resolution of difficult repair problems;
evaluates and trains subordinate personnel; reviews and
maintains employee labor records; inspects work in progress
and upon completion; establishes a preventive maintenance
program for electrical systems, air conditioning, refrigera-
tion and heating equipment; works closely with other mainte-
nance and trades personnel to determine and coordinate repair
and modification needs; prepares and maintains records,
correspondence and reports; and performs related work as
required.
MINIMUM QUALIFICATIONS
Graduation from high school or G.E.D. equivalent; and 3 years
of journey-level experience in electrical, heating and air
conditioning system installation, maintenance and repair,
with 1 year in a supervisory capacity; or 2 years of experi-
ence at or equivalent to the level of Heating and Air Condi-
tioning Mechanic.
Possession of a valid Class III California Driver's License
is required.
GENERAL QUALIFICATIONS
Knowledge of:
Appropriate safety precautions and procedures;
Applicable codes and regulations;
Basic principles of supervision and training;
Shop mathematics applicable to the air conditioning
and heating installation, maintenance and repair
trade;

ORGANIZATIONAL RELATIONSHIPS
The class of Electrical and HVAC Supervisor is the working
supervisorial level in the heating and air conditioning
series. Supervision is received from a Building Maintenance
Supervisor. Supervision is exercised over Electricians and
Heating and Air Conditioning Mechanics and assigned helpers
