Synopsis of Previous Council ection:
Authorization to proceed with the formation of an
Underground Utility Assessment District was granted and
Resolution No. 88-440 was adopted, setting a public
hearing for 01-03-89.
Public hearing was held relative to formation of Under-
ground Utility District.
Resolution No. 89-171 was adopted, creating Underground
Utility District No. 19.
Authorization to proceed to cause the undergrounding of
certain parcels located within Underground Utility
District 19 (Zone 3) was given.
Authorization to proceed to cause the undergrounding of
certain parcels located within Underground Utility
District 19 (Zone 2) was given.
Authorization granted to cause the installation of
underground utilities for parcels that had not converted
their overhead services.

STAFF REPORT
Bids for this project were opened at 2: 00 p.m., Tuesday,
8-25-92.
A total of 5 bids were received, ranging from $6,800.00 to
$14,695.00. The low bid of $6,800.00 is 20% below the Engineer's
Estimate of $8,500.00.
Below is the total estimated project cost, based upon the
actual low bid price.

Approval has been given for the creation of the
underground district. Property owners were advised of the
requirement to convert services to underground several months
ago. On July 20, 1992, the Mayor and Common Council authorized
the Director of Public Works/City Engineer to cause the under-
grounding to be done.
Funds are to be advanced from the Assessment District
Reserve Fund Account No. 245-000-30405 with the monies being
recovered through assessments on the property.
Property owners in Zone 1, of Underground Utility District
No. 19 were given notice to underground their overhead electrical
services, in accordance with Resolution No. 89-171. Authoriza-
tion was granted at the Council meeting of 7-20-92 to proceed
with the undergrounding of those services that had not been con-
verted by the owner within the prescribed time limits.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO L & R ELECTRIC FOR ELECTRICAL SERVICE CONVERSION
FROM OVERHEAD TO UNDERGROUND.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
L & R Electric is the lowest responsible
bidder for:
Electrical Service Conversion from Overhead to
Underground, in Zone 1, of Underground Utility District No. 19,
per Plan No. 8773.
A contract is awarded accordingly to said
bidder for the total amount of $6,800.00, but such award shall be
effective only upon the contract being fully executed by both
parties. All other bids, therefore, are hereby rej ected. The
Mayor is hereby authorized and directed to execute said contract
on behalf of the City; a copy of the contract is on file in the
office of the City Clerk and incorporated herein by reference as
fully as though set forth at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties
to the contract fail to execute it within sixty (60) days of the
passage of this resolution.
