STAFF REPORT
In November, 1991 the Police Department upgraded their RMS (Records
Management System) software. This upgraded software was purchased
from Tiberon and on-going problems have been experienced since its
installation. In addition, we are also experiencing problems with
CAD (Computer Aided Dispatch) whose software was purchased through
PRC.
PRC and Tiberon are sponsoring an international users conference in
Vancouver, Canada - October 17 through 23, 1992. The conference
consists of five intense days of sessions ,that allow users to
communicate with PRC, Tiberon and a large body of individuals with
similar needs. Together, they share their problems and formulate
ideas for solutions.
since we have a number of unresolved issues relating to the
software for both systems -- CAD and RMS, the Police Department is
very supportive of the attendance of the Director of M.I.S. at this
user conference.
It is recommended that the Director of M. I. S. be authorized to
attend the international users conference sponsored by PRC/Tiberon
to be held October 17-23, 1992 in Vancouver, Canada.

Attached are the matertals sent to me by the PRC/T1buron International Conference
COmmittee. Unfortunately they were received here In Carlsbad on July 30. 1992 and there IS a
August 8. 1992 deadline. Since the deadline date IS just around the comer. I called Sgt. Dave Lea
at theVancouver Police Department to advise him that Southern California would probably be
receiving thIS matertal by August 8. 19921 He IS aware of the problem. and IS looking forward
to recetvlng your registrations as soon as you can possible manage to get them approved.
Please put a 'rush' status on your requests so that the organizers of the International
Conference can know how many people w1ll be attending as soon as possible. I wtIl also be
malllng you the agenda and any additional materials the organtztng committee may send. If
you know of anyone In your agency that needs to receive conference Information. please give
me a call and 111 be happy to add them to my 1lst.
Something to point out to the person approvtng your travel. IS that the cost of the conference.
although it IS In Vancouver. Canada. IS no more than the amount the conference cost when you
attended In San Jose. California. In fact. the hotel rates are lower. the conference fee IS the
same. and you may even be able to get a low airfare if you book your flight early. A conference
out of the countIy does not mean more expensive.
Below IS a paragraph from a report on last years conference which I bel1eve focuses on the
reasons we should all attend the 1992 Conference:

The opportunity to meet with other agencies as well as with PRe and T1buron to solve problems
was benef1ctaI to all.'
We w1Il have a Southern California meeting In Carlsbad on September 14. 1992. By then we
should know who IS gOing to attend. and we can dIScuss the items we would I1ke to present to
