Recommended motion:
1. That the new positions of Construction Inspector (1), Range
1350, $2,541 - $3,088/month, and Secretary (1), Range 1283,
$1,820 $2,212/Month, be established in the Public Works
Department, under Budget Code 310.
2. That the Director of Personnel be directed to update Section
10 of Resolution No. 6413, and Resolution No. 6433, to
incorporate. the new positions of Construction Inspector and
Secretary in the Public Works Dept.

In 1987, the Clean Water Act was amended by Congress to
authorize the Environmental Protection Agency to regulate the
discharge of storm waters into the waters of the United States.
Regulations have been issued by the EPA pursuant to this
authority.
The California State Water. Resources Control Board, as
designee of the EPA, has delegated authority for enforcement of
these regulations to the various regional water control boards
throughout the State. The regional board for our area (Santa
Ana) has adopted the policy that a permit will be issued to the
San Bernardino County Flood Control District, with the 17 cities
being co-permittees.
State Legislation allows Charter Cities to designate their
storm drain system as a utility, and levy a fee to cover
maintenance and operation costs. MC-828 was adopted to make this
designation, and authorize a fee to be levied to recover costs
for operation and maintenance of the storm drain system. A fee
was set by Resolution No. 92-129, to provide a source of
financing other than the General Fund.
Budget Code 310 was established in the 1992/93 Budget for
the National Pollutant Discharge Elimination System (NPDES). An
amount of $68,300 was allocated for Personal Services. All costs
incurred for compliance with this mandated program will be
financed with the fee recently imposed on water usage. The esti-
mated annual revenue from this fee is $270,000.
The two new positions that will be required to implement
the NPDES Program were recommended for approval by the Personnel
Committee at their meeting of 8-20-92.
RECOMMENDATION:
We recommend that the following actions be taken:
1. Establish a new position of Construction Inspector, Range
1350, $2,541 $3,088/Month. The annual compensation for
this position, including 21.73% for variable fringe benefits
that rise with the salary, is:

2. Establish a new position of Secretary, Range 1283, $1,820 -
$2,212/Month. The annual compensation for this position,
including 21.37% for variable fringe benefits that rise with
the salary is:

COSTS:
It is expected that these positions will be filled by 12-
1-92. Therefore, salary costs for the 1992/93 Fiscal Year will
be for 7 months, and will total $37,050.
Also, we recommend that the Director of Personnel be
directed to update Resolutions No. 6413 and 6433 to incorporate
these two new positions.

CONSTRUCTION INSPECTOR
JOB DESCRIPTION
Under qeneral supervision, to perform public work construc-
tion inspection. in connection with materials and workmanship
involved in a variety of'public works construction, repair,
maintenance or alteration projects; to determine compliance
with plans, specifications and departmental regulations, for
streets, sidewalks, storm drains, sewers, curbs, gutters and
other related appurtenances; and to perform related work as
required.
REPRESENTATIVE DUTIES
Inspects construction of streets, curbs, gutters, storm
drains, sewers, sidewalks, water lines, alleys and related
structures; inspects street pavinq performed under contract
for compliance with plans and specifications; inspects street
light poles, block walls, fencinq, irriqation systems,
concrete guard rails, street stripinq and other assigned
projects, test. and reports on construction materials;
determines whether construction and inspection are in confor-
mity with safety regulations, report. work not in accordance
with specifications and recommends work stoppaqe for noncom-
pliance, checks buildinq pads; approves payment on public
works contracts; signs off gradinq permits; makes final
inspections; makes written reports of inspections; prepares
construction chanqe orders; inspects private construction
performed under permit to assure conformity with regulations;
inspects work assignments to ensure satisfactory completion;
investigates complaints and consults with the public;
operates a two-way radio; delivers and picks up plans and
specifications; operates a City vehicle; attends meetinqs and
seminars; and performs related work as required.
MINIMUM QUALIFICATIONS
Graduation from hiqh school or G.E.D. equivalent
