STAFF REPORT
To begin reducing the city's waste stream going to 1andfi1ls by 25%
as required by AB 939, the Department of Pub1ic services Refuse
Division is proposing a six month pilot residential recycling
program for 1,800 homes among four diverse areas of the city. Data
resulting from the pilot program will be used in planning citywide
recyc1ing programs which must be in place prior to 1995.
This pilot program will integrate with the City's existing
automated refuse collection program without the need for additional
kinds of trucks by substituting one automated mixed recyclable
material pickup for one of two existing refuse pickups per week
beginning in late September 1992.
This method is recommended because the waste stream study from the
City's SRRE indicates that traditional recyclab1es do not exist in
sufficient quantities to achieve the 25% diversion goal, and it is
therefore necessary to include 1ower-value, non-traditional
recyc1ab1es in a high-volume program.
Participating homes already on the automated refuse system with a
black 90 ga110n container will be delivered a bright blue 90 gallon
container, with a universal recycling symbol, in which to place a
large range of recyclab1e materials for pickup on one of their
former refuse pickup days. Bilingual, pictographic, educational
information on the program, materials, and schedule will be
provided on the doorstep before implementation and attached to the
container upon delivery.
The collected material mix will be sorted for marketing by an
outside contractor paid by a combination of revenue generated from
the sale of recyclables, and from Refuse Division landfill fee
funds if necessary due to low market prices. A break-even or small
net savings over the existing landfill fee budget is anticipated
under current market conditions, shown as follows:

Net Value (Cost) $<35.00> per ton
Current Landfill Fee $ 36.65 per ton
Approximate Recycling Cost $ 35.00 per ton
Approximate Savings $ 1.65 per ton
This estimated $1.65 per ton savings applies only to waste actually
diverted, about 25% of an average household's 0.18 tons per month.
Thus, approximately $0.29 monthly savings per household is
estimated as available to defray the cost of the recycling
containers.

WHEREAS, jurisdictions wi thin the state of California are
mandated by the California Integrated Waste Management Act of 1989

refuse pickups per week for a period of six months.
