08-07-86 -- Resolution No. 86-344 adopted prohibiting parking
between 6:00 p.m. and midnight on several streets,
including Arrowhead Avenue" between Orange Show Road
and Central Avenue.
Recommended motion:
Adopt resolution.

STAFF REPORT
The Traffic Engineering Section received several
complaints from the businesses located in the vicinity of the
sate11i te wagering center on Arrowhead Avenue. The managers
claimed that patrons of the new wagering center park in front of
their businesses. These vehicles sometimes block their
driveways, and obstruct the customer I s view of oncoming traffic
as they attempt to exit their places of business.
An investigation, conducted, by the Traffic Engineering
Staff, verified the complainants claims. In order to resolve
this problem, a "No Parking" zone is recommended on Arrowhead
Avenue, between Orange Show Road and Central Avenue. However,
Staff was concerned that the business owners/managers might
oppose the removal of their on-street parking.
An informal survey of the affected business managers was
conducted to determine how they felt about losing their on-street
parking. The results of the survey showed an. overwhelming amount
of support for the proposed parking prohibition. Only Patton I s
Furniture was unable to make a decision at the time of the
survey. Other than this business, the vote was unanimous.
Addi tionally, the wagering center has made it necessary
for a continuous left turn lane to be installed within this area.
Removal of the on-street parking will allow us to add a con-
tinuous left-turn lane on Arrowhead Avenue, between Orange Show
Road and Central Avenue, and still maintain ideal lane widths
throughout the area.

RESOLUTION NO. 3985 ENTITLED, IN PART, "A RESOLUTION.
PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS OR PORTIONS
THEREOF. . , n TO ESTABLISH A NO PARKING ANY TIME ZONE ON
ARROWHEAD AVENUE BETWEEN ORANGE SHOW ROAD AND CENTRAL AVENUE.

2. 5 , ARROWHEAD AVENUE, is amended to
read:
"2.5 ARROWHEAD AVENUE
(a) Between Orange Show Road and Esperanza Street.
(b) Between Esperanza Street and Mill Street,
applicable to the west side only.
(c) Between the centerline of 5th Street and a
point 90 feet south, applicable to the west side only.
(d) Between 16th Street and the first alley north,
between the hours of midnight and 6:00 a.m., applicable to the
west side only."
