STAFF REPORT
REQUEST FOR WAIVER OF FEES IN
THE AMOUNT OF $ 164.00 FOR USE
OF SECCOMBE LAKE PARK FOR A
SPECIAL EVENT BY THE SAN BERNARDINO
COUNTYWIDE GANGS AND DRUGS TASK FORCE.
The San Bernardino Countywide Gangs and Drugs Task Force has
requested a waiver of fees for use of Seccombe Lake Park for a
special activity aimed at suppression of gang and drug activity
throughout the county. The activity'will bring together city and
county leadership and law enforcement officials in an effort to
proclaim their support for the continuing work against gang and
drug activity and involvement in the local area.
Resolution No. 91-35 allows the Mayor and Common Council to exempt
non-profit corporations and associations, organized primarily for
patriotic, civic betterment or charitable purposes, from the rates
and fee schedule for the use of park and recreation facilities,
services and equipment under the condition that paying the fees
would create a hardship or if the event is of unusual benefit to
the citizens of San Bernardino.
This event is certainly aimed at civic betterment and at correcting
social ills that affect all of our citizens. Therefore, it is the
recommendation of this department that fees in the amount of
$ 164.00, which are for the use of the park and pavilion building
at Seccombe Lake Park, be waived in the interest of providing a
positive activity against gang and drug activity in our community.

Dear Ms. Ramos:
My name is Verlin L. Alsina and I am with the San Bernardino
Countywide Gangs and Drugs Task Force. The Task Force is
committed to a leadership role in advocating the prevention and
suppression of gang and drug activity throughout the county.
We have put in a request for use of the Seccombe Lake Park on
September l2. 1992 from 10:00a.m. to 2:00p.m, On this day we
will be having mayors. police chiefs. and other high level officials
sign proclamations showing their support against gang
involvement and drug activity.
We are also having booths set up so that agencies interested can
let people in the County know about the programs and services
they offer.
Because of our work with governmental agencies. community
groups. and the fact that we are a non-profit group. we are
requesting a Waiver of Fees for this event.
