STAFF REPORT
Attached is a letter from Faith Temple Apostolic Church, Inc.
requesting a waiver of fees in connection with their "Drug-Free
Community Parade" scheduled for September 5, 1992. They have made
application through the Police Department and are currently in the
process of obtaining approval.
The costs incurred by City departments are as follows:
Public Services -- $909.18 for personnel & equipment.
Police Dept.-- $1,730 for personnel.
Traffic Engineering -- $500 for barricades ($1,000 refundable
barricade deposit)
Total -- $4,139.18
Although their letter indicates waiver of fees were approved for
their parades in 1990 and 1991, respectively, staff was unable to
find confirmation of this through research of the Council Minutes.

Per our conversation today, this letter is to request
that our annual "drug-free community" parade, which is
.scheduled for Saturday, September 5, 1992, be placed
on your agenda for the August 17th City Council
Meeting. Until such time as we receive your response,
we can go no further with our preparations, and the
date of the event is rapidly approaching.
Officer Rawls of the San Bernardino Police Department
informed us last week that this year we would be asked
to pay for the personnel time for city employees
directly involved with our parade, i.e. pOlice
officers, traffic engineering, etc. which could be
thousands of dollars. At both of our previous
parades, all fees were waived except the refundable
barricade fee. We are respectfully requesting a fee
waiver this year, as in previous years, of these
personnel charges (which we would be unable to pay
forcing us to cancel this year's parade).
Our main goal in sponsoring this event is to
to reach as many young people as possible and
drug-free community by maintaining that "there

Faith Temple Church is a non-profit organization which
has been in operation since 1965, solely for the
benefit of the community. Several of our members are
former gang members and drug dealers who have given
their lives to Christ and are completely rehabilitated

community citizens by allowing the Lord to change
their lives, also.

Our first parade was held September 8, 1990 as we
marched "Claiming a Drug-Free Community Through
Christ." On September 7, 1991 we held our second
annual parade. The event received front page news
coverage in The Sun newspaper and was participated in
by other churches, drill teams, an equestrian team,
and many others. Floats, music, and flyers proclaimed
to the community that "there is hope to be free from
dope."
In summation:
- Our parade is scheduled for Saturday, Sept. 5, 1992.
- We are requesting waiver of city personnel fees.
- With the next Council meeting scheduled for Aug.
17th we are unable to proceed any further with our
preparations.
- This parade is solely for the purpose of bettering
our community by providing our young people "hope to
be free from dope."
