Subject: Initiation a Development Code Amendment pertaining to
parcel maps.
Mayor and Common Council Meeting
August 17, 1992
REOUEST AND BACKGROUND
Planning, Public Works and City Attorney staff have identified
ambiguities in the Development Code pertaining to residential vs.
commercial/industrial parcel maps and parcel map improvement
agreements. Subdivisions of land for commercial or industrial
purposes differ from subdivisions (of four of fewer parcels) for
residential purposes in terms of types and timing of improvements.
The Development Code does not clearly differentiate between the two
types of parcel maps.
COSTS TO PREPARE
Staff estimates that costs for processing this amendment should not
exceed $500 including review by Public Works and the City
Attorney's Office. This amendment will not be subject to CEQA
since it clarifies the processing language and does not result in
a change that will affect the use of property so there will be no
costs associated with environmental review. (Note _ parcel map
applications are still subject to CEQA review.) The County filing
fee will not be required.
RECOMMENDATION
Staff recommends that the Mayor and Common Council direct Planning
and Public Works staff to prepare an amendment to the Development
Code to clarify the language pertaining to residential vs.
commercial/industrial parcel maps.
