"D" Streets Diagonal parking on Court Street between "E" and "D" Streets is a short term project recollllllended in the Downtown Urban Plan. The conversion to diagonal parking will help reduce the undesirable impact of traffic on pedestrians as well as increase the parking supply for downtown customers. On June 6, 1992, the Community Development CODlission authorized the Development and Public Works Departments to develop an ezperimental plan for diagonal parking on Court Street between "I" and "D" Streets. The staff of the two departments has evaluated several plana for angle parking--some plans are for two-way traffic and others for a one way street. Discussions at the Downtown Plan Administrative Team meetings disclose a strong preference for plana with two way traffic. On August 13, 1992, the consultant Project for Public Spaces (PPS) and staff from the departments completed a "test" of angled parking on both sides of Court Street using taped parking strips and City cars. A van, camper truck and other standard size four door sedans were used to test the two-way, forty five degree angle parking plan. Based upon observations of this small trial, it appears feasible to try a limited six month trial of the plan for two-way traffic on Court with angle parking on both sides of the street. At the end of this six month trial, if it is judged a success, there would be a second six month period in which to develop a permanent improvement plan for the street which incorporates the results of the test period. During this second six month period the permanent plan would be presented for Council/Commission review and construction carried out. The Public Works Department has substantial concerns which must be evaluated during the six month ezperimental period. It should be emphasized that a success on Court Street will not automatically provide a plan for, say, "I" Street which involves other issues that do not affect Court Street. The six month period, however, will allow for a test of an angle parking design that does meet the current standards of the City's Development Code. Angle par ng vas phased out in the 1940's for reasons that included property amage accident rates, handicapped access requirements and mainte ance costs. Delivery space, visibility of business signs, and traffic conflicts when a vehicle backs out of a space are among other issu s that will be tested during the six month trial. Project for Public Spaces (PPS) and the Public Works Department have previously conducted time lapse photoaraphy. speed checks and traffic counts. The time lapse photoaraphy shows that Court Street. which is not a major street, is too wide for the volume of traffic it carries. This width acts as an additional barrier to pedestrian traffic. Sidewalks are alao too narrov and have not yet been improved vith streetscape treatments. The time lapse photography also shovs m&Dy pedestrians jaywalking in the middle of Court Street and a liaht traffic flow of cars. Public Works has calculated an averaae speed of 28 miles per hour of vehicles traveling down Court Street. Project for Public Spaces has recently interviewed various cities around the United States and taken slides of California cities which provide diagonal parking with two way traffic along downtown "Main" streets. Attached is a list of eleven cities which have diaaonal parking in their downtown area. Also attached is a letter from the City of Redlanda which states the postive benefits diagonal parking provides for its downtown merchants. While installing the ezperimental painted striping. other improvements would also be carried out including moving one of the entrances to the Court and "I" Street parking lot, Closing one of the three existing entrances and installing handicap ramps. The cost of the improvements is estimated to be $17,600 which is within purchase order authority and is provided for in the newly adopted EDA budget. In addition, some of the Court Street Plaza landscaping is ezpected to be installed early enouah to improve the appearance of the south side of Court Street at the beainning of the trial. The majority of the street parking in the central business district is para1lelto the curb. There are, however, two streets (Vine and State) with angle parting. and it has proven very beneficial. As a representative of the Business Improvement District, I can say chat any measures taken to increase the number of parking spaces are supported by the downtown business operators. Angle parking allows more spaces per block and increases accessibility. Customers have also indicated that they find angle parking "easier" to use. The board is not aware of any problems with traffic circulation or parking conuol resulting from angle parking. In fact, if there were suitable locations we would request more angle parking!
