On April 18, 1983, the Mayor and Common Council authorized the
formation of the Uptown Citizen Advisory Committee.
On June 18, 1986, The Mayor and Common Council adopted ordinance
MC-527 adopting the Uptown Citizen Advisory Committee.
On July 23, 1992, the Redevelopment Committee recommended the
dissolution of the Uptown Citizen Advisory Committee.

This report is to request that the Mayor and Common Council adopt a
resolution expressing appreciation to the members of the Uptown Citizen
Advisory Committee (CAC) and to dissolve the Committee.
On July 11, 1984, a fifteen (15) member Citizen Advisory Committee for
the Uptown Redevelopment Project Area was elected. The Committee was
comprised of area residents, business owners, tenants and
representatives of existing community organizations. The primary
function of the CAC was to act as an advisory body to the Agency during
consideration of the RedeVelopment Plan. Pursuant to Health and Safety
Code Section 33386, the CAC shall remain in effect "thrOughout the
period of preparstion of the redevelopment plan and for a three-year
period after the adoption of the redevelopment plan, (which is) subject
to one year extensions by the legislative body."
On June 18, 1986 the Uptown Redevelopment Plan was adopted. The
Committee continued its advisory capacity through May 24, 1990. Since
that time, the Committee has not conducted an official meeting.
Since the requirements of the California Community Redevelopment Law
have been met relative to the responsibilities of the CAC, and due to
the time elapsed since its last official meeting, staff recommends
formal dissolution of the Committee. Additionslly, upon authorization
by the Mayor and Common Council, staff will forward a certificate
expressing appreciation to each committee member for their dedicated
service to the City of San Bernardino and for their unselfish
commitment to the betterment of the Uptown Redevelopment Project Area.
On June 23, 1992, the Redevelopment Committee considered this matter
and recommended approval to the Mayor and Common Council.
Staff recommends adoption of the attached Resolution.

WHEREAS, the Common Council of the City. of San Bernardino on
April 18, 1983, authorized the formation of the Uptown Citizen Advisory
7 Committee; and
8 WHEREAS, on July 11, 1984, a fifteen member Citizen Advisory
9 Committee was elected; and
10 WHEREAS, by its Ordinance No. MC-527 adopted on June 18, 1986,
11 the Mayor and Common Council of the City of San Bernardino adopted the
12 Uptown RedeVelopment Project Area (The "Project Area"); and
13 WHEREAS, the Committee as dedicated vollmteers did meet with
14 staff and provide input, advice, suggestions and expertise in
15 connection with the consideration of a Redevelopment Plan for the
16 Project Area; and
17 WHEREAS, in accordance with Health and Safety Code Section 33386
18 et seq., the Committee has met the requirements to remain in effect
19 throughout the period of preparation of the redevelopment plan and for
21 WHEREAS, The Committee held it's last official meeting on May 24,
20 a three year period after the adoption of the redevelopment plan; and

23 NOW, THERBFORE, BE IT RESOLVED BY THE MAYOR AND COMMON ,COUNCIL OF

SECTION 1. Upon the completion of its endeavors, The Citizens
Advisory Committee is hereby commended for its unselfish commitment to
the betterment of the Uptown area, and the Mayor and Common Council
express the gratitude of the Citizens of the City of San Bernardino for
such dedication in the Community's service.
SECTION 2. The Citizens Advisory Committee is hereby dissolved.
