Improvement of Hunts Lane Grade Crossinq
Rejection of Bid --
Bids for this project were opened at 2:00 p.m., Tuesday, 7-14-92.
Only one bid was received. This bid, in the amount of
$99,337.00, is 94% over the Engineer's Estimate of $51,100.00.
Staff contacted other plan holders that might have bid, in order
to determine why they did not submit a bid. Responses ranged
from having three other bids due the same day to concerns for the
special insurance required, by the railroad, and traffic control.
Staff also contacted the single bidder to question one bid item
that represented 42% of the total bid. The Contractor responded
that they had "loaded" that item with additional traffic control
prescribed, insurance, and requirements of the Southern Pacific
Railroad concerning inspection and safety, and were not willing
to perform the specified work on a time and material basis.

Ca1trans was then contacted since this project is funded, in
part, by Federal-Aid Section 203 funds. Their position is that
they would concur with the rejection of a single bid so much in
excess of the Engineer's Estimate and suggest re-advertising the
project with certain modifications. These modifications may
include a pre-bid field review, allowing the Contractor to close
Hunts Lane and negotiating less stringent insurance requirements
for the railway company.
We recommend that the bid be rejected, and that authorization be
granted to advertise for bids.
