CITY OF SAN BERNClDINO - REQUEST ~ COUNCIL ACTION STAFF REPORT As required by the provisions of Ordinance No, 3509 and Resolutions No. 12612, 79-207 and 79-208, the pertinent annual assessment rolls relative to the Parking District have been prepared. The roll for the Central City Parking District totals S188,220.94 and the roll for the expansion of facilities totals S30,299.44. They have been submitted to and approved by the Parking Place Commission on July 23, 1992 and are submitted to your Honorable Body for action as required. Attached also is an analysis of the costs and contributions to the district. July, 1992 $ 5,418 172,400 8,100 10,000 123,088 $ 319,006 $ 130,784 $ 130,784 $ 319,006 $-130,784 $ 188,222 $ 30,300* o o 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO CONFIRMING THE 1992-93 ASSESSMENT ROLL, CENTRAL CITY PARKING DISTRICT FOR OPERATION, MAINTENANCE AND SECURITY. 3 4 WHEREAS, by Resolution No. 12613, the Mayor and Common Council 5 found that the public interest. convenience and necessity required the 6 formation of a parking improvement district: and 7 8 WHEREAS, by said Resolution No. 12613 the Mayor and Common Council 9 of the City of San Bernardino formed a parking improvement district for the 10 purpose of providing public off-street parking facilities in the City of San 11 Bernardino pursuant to the provisions of Ordinance No. 3569 relating to the 12 establishment, financing, operation, and maintenance of vehicle off-street 13 parking within the City; and 14 15 WHEREAS, said Resolution No. 12613 declared that all the land 16 included within the boundaries of said parking improvement district will be 17 benefited by the parking improvements to be constructed; and 18 19 WHEREAS, said Resolution No. 12613 declared that an annual 20 advalorem assessment shall be levied on all land within the district to 21 provide funding for the acquisition and improvement of parking spaces, the 22 maintenance and operation thereof and the furnishing of security therefor; 23 and 24 25 WHEREAS, by Resolution No. 79-207 the Mayor and COlllDlon Council 26 declared that llIl annual advalorem assessment shall be levied to provide 27 moneys for any llIld all of the purposes set forth in Section 2 of the Off- 28 street Parking Ordinance and in particular, to pay all or llIlY part of the 07/11/Q2 ..J _., 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION APPRV. 1992 ASSESS. ROLL AD947 o 0 costs and expenses of providing additional parking place improvements; and WHEREAS, pursuant to Resolution No. 79-207 and that certain "Parking Facilities Lease" dated for convenience as of February 1, 1977 between the City and the Redevelopment Agency (RDA), any assessment levy necessary to pay the rent due from the City to the RDA of the City of San Bernardino shall be a separate and distinct assessment. In determining said annual assessment, the Mayor and Common Council may include in addition to other costs of providing the addition of parking place improvements an amount necessary for the establishment, maintenance and replenishment of reasonably required reserve funds; and WHEREAS, an Assessment Roll has been prepared totaling $ 188,220.94, which sets forth the individual assessments to be levied on each of the parcels of land within the Central City Parking District; NOW THEREFORE BE IT RESOLVED BY TIlE MAYOR AND COMMON COUNCIL OF TIlE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Thet the Mayor and Common Council do hereby find and determine that the proportionate costs to be levied against the parcels of land within the Central City Parking District are correctly set forth on the 1992-93 Central City Parking District Assessment Roll, designated as Exhibit "A" and attached hereto, and do hereby confirm said assessments. " SECTION 2.
