Synopsis of Previous Council action:
June, 1986 - Allocation of $10,000 in 1985-86 Park Construction Fee
Budget, for development of concept plan for Buckboard
Park, approved.
June, 1986 Application of Supplemental funds in the amount of
$15,000, for development of concept and design plans
for Buckboard Park, approved in 1986-87 Park Construc-
tion Fee Budget.
10-05-87 Resolution No. 87-366 adopted authorizing the
execution of an agreement with Kammeyer & Associates
for professional design.
June, 1988 Allocation of $250,000 in 1988-89 Park Construction
Fee Budget, approved. (Cont. on 2nd Page)
Recommended motion:
That Change Order No. ONE to the contract with Valley Crest
Landscape, Inc. for construction of Park & Street Improvements for
Buckboard Park, in accordance with Plans Nos. 7539 and 7662, be
approved; to authorize the Contractor to furnish and install 92
additional trees, and install 21,412 sq. ft. of sidewalk at an
increase in the contract price of $44,103.44; from $390,015.26 to
$434,118.70.

STAFF REPORT
The plans and specifications for the contract presently
under construction by Valley Crest Landscape, Inc. are for basic
park improvements, such as grading, security lighting, lawn,
irrigation system, street improvements, and a portion of the
trees.
Funds are available to finance the inclusion of some
amenities in the contract, in particular, those that could not be
easily installed in the future after the basic improvements are
installed. Items that could be installed along with the basic
improvements in a more cost effective manner are the balance (92)
of trees shown on the concept plan, and the sidewalk through the
park.
The Contractor has agreed to furnish and install the
additional 92 trees at the unit bid price of $55.80. A price
quote of $1.B2 per square foot has been provided for the 21,412
sq. ft. of sidewalk. We feel that this is a fair and reasonable
price, since sidewalk regularly costs more than $2.00 per square
foot.
The low bid was $125,488.74 (24.3%) under the Engineer's
Estimate. These funds could be used to finance the estimated
cost of $44,103.44 for Change Order No. One.
The Department of Parks and Recreation is in favor of
installing the additional trees and sidewalk at this time.

1). Plant an additional 92 Trees, to be installed according to
plans and specification, as directed by the Resident Engineer, at
the original contract price of $55.80 each, for a total cost of
$5,133.60.
2). Install approximately 21,412 Square Feet of Sidewalk, per plans
and specifications, at the direction of the Resident Engineer, at
a cost of $1.82 per Square Foot, for a total cost of $38,969.84.
