Recommended motion:
That Change Order No. EIGHT to the contract with E. L. Yeager
Construction Company, Inc., for the pavement rehabilitation on
Waterman Avenue, from Mill to Fifth Street, in accordance with Plan
No. 8038, be approved; to authorize the Contractor to regrade and
repave the existing parking lot at the Marine-Navy Reserve Center
to match new improvements on Waterman Avenue, at an increase in the
contract price of $5,379.53; from $1,180,820.79 to $1,186 32.

STAFF REPORT
The project plans direct the installation of new curb,
gutter and driveway approaches in front of the Marine-Navy
Reserve Center located on Waterman Avenue, south of 4th Street.
After the new curb, gutter, and driveway approaches were
installed, the existing parking lot was found to be considerably
lower than the new improvements and, therefore, was unusable. In
order to provide vehicular access to the property, it was
necessary to remove and replace the pavement for the existing
parking lot, at a grade to match the newly placed curb, gutter,
and driveway approaches.
The reconstruction of the Marine-Navy Reserve Center
parking lot was necessary in order to provide adequate and safe
access. Caltrans personnel has expressed the opinion that this
work wil1 be eligible for financing 86% of the cost, with
Federal-Aid Urban Funds.
The Contractor has quoted a net price of $5,379.53 to
reconstruct and pave the parking lot.
The project has a balance of $148,340.21 in contingency
funds, which can be used to finance the cost of this extra work.
We recommend that this change order be approved.
