The proposed FY 1992/1993 EDA budget was transmitted to the Community
Development Commission on June 11, 1992. The following actions have
been taken since the budget was originally disseminated:
June 11, 1992:
Budget dissemination date.
June 18, 1992:
Initial Redevelopment Committee consideration; Main
Street and Convention and Visitors Bureau budgets
reviewed.
July 9, 1992:
Agency Administration and Development Department
budgets reviewed by the Redevelopment Committee;
Redevelopment Committee recommends to Community
Development Commission approval of proposed FY
1992/1993 budget.
Attached to this staff report is a copy of my budget transmittal
memorandum. As indicated, certain organizational changes are
recommended which include the establishment of the Office of Business
Development and the deletion of three (3) Development Department
positions, including the position of Senior Contract Specialist. One
of the experiences learned during our first year of operation was the
natural close working relationship established between the Contract
Administration and Accounting Sections of the Administrative Services
Division. Because of the proposed deletion of the Senior Contract
Specialist POSition, it is recommended that the Contract Administrator
have overall responsibility for the accounting function in addition to
his contract administration activities, and that the salary range for
this position be increased from range 2170 (3643-4428/month) to range
2180 (3874 to 4709). The latter range is the same as the Development
Department Project Manager position(s)
It is hoped that the information previously provided and the update
contained in this staff report will afford the Commission the
opportunity to approve and adopt the FY 1992/1993 EDA budget as
proposed.

the Redevelopment Committee took up formal consideration of the proposed
budeet.

Durine the above referenced meetine, lianificant diacualion took place
reeardine the Main Street, Inc., and Convention and Viaitorl Bureau
budeeU. At the tille the COllllllittee val poiaed to take up the Aeency
Adminiltration and Deyelopment Department lectiona of the budeet, the
meetine vaa adjourned becauae of the latenela of the hour and prior
commitmenta on the part of certain Committee mambera.
Attached to thie .taff report i. a copy of ., budeet transmittal
memorandum. Aa indicated, certain oreanizational chanee. are recommended
which include the eltabliahment of the Office of Buline.. Development and
the deletion of three (3) Development Department po.itiona, includine the
poaition of Senior Contract Speciali.t. ane of the experience. learned
durine our fint year of operation va. the natural clo.e vorkine
relationahip e.tablilhed betveen the Contract Adminiatration and
Accountine Sectiona of the Adminiltrative Service. Divilion. Becauae of
the propoaed deletion of the Senior Contract Specialiat POlition, it i.
recollllllended that the Contract Admini.trator have overall relponsibility
for the accountine function in addition to hi. contract adminiltration
actiYitie., and that the .alary ranee for this pOlition be increa.ed from
ranee 2170 (3643-4421/month) to ranee 2110 (3174 to 4709). The latter
