STAFF REPORT
The Department of the Air Force has requested approval for the temporary closure of
Central Avenue east of Tippecanoe (letter of request attached). According to the Air Force,
this request has been necessitated by an increase in unauthorized entry into the Base
through the golf course/wash channel.
Developments do not currently exist on Central Avenue east of Tippecanoe. Therefore, staff
does not anticipate any significant adverse impact to vehicular traffic operation in this area.
The only users currently projected to need this section of Central Avenue are certain utility
companies and public agenies. All affected utility companies, and City Departments have
been advised that this segment of Central Avenue may be temporarily closed.
A parcel ownership research conducted by staff revealed that all but one parcel directly
abutting Central Avenue, east of Tippecanoe, are owned by the United States Government.
The one parcel not belonging to the Air Force is not expected to be adversely affected by
the proposed closure, since it is undeveloped and has access along Tippecanoe Avenue.
Authority for the temporary street closure when the street is no longer needed for vehicular
traffic is permitted under Sec. 21101(a) of the California Yehicle Code (CYC).
According to the letter of request, Norton Air Force Base shall be responsible for the cost
of design, material and installation of whatever closure mechanism that the City approves
for this request. Also they will provide keys to any utility company or public agency with a
legitimate need for access.
Qosure of this section of Central Avenue will help control vandalism and unauthorized
dumping. Therefore, we recommend that the request be approved.

Request permission to temporarily close Central Avenue, east of Tippecanoe.
We have experienced an increase in unauthorized entry to the base via the golf
course/wash area and feel it is due in part to the ease of access via Central
Avenue. The Air Force will secure the street with reflectorized closure signs
and ensure access to service agencies such as Southern California Edision and
Riverside Water District. Please contact Mr Maneri at 382-4793 when this
action is approved. Thank you for your attention to this matter.

SECTION 2. Based on a traffic engineering study, the

findings by the Legislative Body.
SECTION 3. The street shall be closed as shown on the
maps attached until such time as development necessitates
vehicular access. Easements and utilities shall remain in place
in the existing dedicated roadway.
