STAFF REPORT
At the Council Meeting of July 6, 1992, a request by the San
Bernardino visitors and Convention Bureau for City co-sponsorship
and use of city facilities, equipment and personnel in connection
with the "Route 66 Rendezvous" classic car event scheduled for
September 19 and 20, 1992 was approved in concept and staff was
directed to coordinate staff involvement and cost factors and
report back to the Mayor and Council.
A coordination meeting was held on July 13 between Dan Stark,
Executive Director of the CVB and several City departments
including City Administrator's Office, Facilities Management,
Police, Fire, Risk Management, Public Services, Business Licenses
and Traffic Engineering. A written proposal out1ing the event was
submitted by Mr. Stark to each department involved and cost factors
are being prepared.
Some details of the event are still in the planning stages such as
the location of the "oldies" concert as well as the specific number
and location of food vendors participating in the "Catch the Taste"
food festival scheduled for Sunday, September 20. until these
arrangements are finalized, actual charges by Facilities Management
for power supply cannot be determined. However, an estimated
figure is listed below as well as other departmental costs:
* Facilities Management's costs for security and power
supply is not expected to exceed $500-600.
* The Police Department has determined their costs for
supervisory personnel and vehicles to be $874.56.
This figure is based upon traffic control provided by
reserve officers and Explorer Scouts
* The Fire Department is charging $257.35 for fire
inspection activity and 2 fire prevention officials for
stand-by at the concert.
* Costs from Traffic Engineering for l60 barricades for
street closure amount to $800.
* Public Services charges for street sweeping, trash bins,
temporary no parking signs and street barricades amount
to $900.
* Planning and Building Services for a temporary use permit
for the event is $264.
The Risk Management Division is working with Mr. Stark and the
sponsors relative to insurance requirements. The Maruko Hotel will
be responsible for all food service and related Business License
vendor requirements.
The total of these charges is $3,695.9l

The bulk of these costs will be paid from corporate sponsorships
and the CVB. The City is not being asked to waive any of the above
fees nor to provide any free services. The above is submitted for

Dear Mayor and Council Members:
1 respectfully request the participation and cooperation of the City and Economic Development
Agency for the upcoming Route 66 Rendezvous™. The San Bernardino Convention & Visitors
Bureau and The Sun will once again sponsor this event, in cooperation with the Over the Hill
Gang car club. Additionally, I have been gauging interest from potential corporate sponsors to
participate. There is serious interest from one particular corporation to become a title sponsor.
Specifically, on Saturday, September 19, I request the use of the top three levels of the city hall
parking garage, city hall plaza and to restrict the traffic on "D" Street between Court and Second,
from 5:00 p.m. until midnight; Third Street between "D" and Arrowhead between 5:00 p.m. until
8:00 p.m.; and Court Street between "D" Street and Arrowhead between 5:00 p.m. until 8:00
p.m.. on the date of Saturday, September 19, On Sunday, September 20, I would like to request
the use of the top three levels of the City Hall parking garage, City Hall Plaza and to restrict
traffic on "D" Street between Court and Second Street from 6:00 a.m. until 3:00 p.m. I have
already secured the approval from the management of the Maruko Hotel and Convention Center
and they assure me that they can minimize any problems for their hotel and convention center
guests.
The facilities requested would be used for the following purposes on Saturday, September 19:
The top 3 levels of the parking garage would be utilized for displaying classic vehicles on levels 3
& 4 and on level 5 access would be restricted to pedestrian traffic only where a concert and dance
would be staged between 8:00 p.m. and midnight, but would require set-up for staging, lights and
sound that morning; the city hall plaza, especially, the turn out in front of City Hall, would be
used to display cars as they proceed around the previously requested blocked streets for a parade
of classic cars for a"cruise night". These cars will have to pre-register for the event and would be
limited to have classic vehicles only.

The facilities requested would be used for the following purposes on Sunday, September 20:
The parking garage will be used for a classic car show and a new car dealers display as well as for
various car show related registered vendors. "0" Street between Court and Second Street would
need to be restricted to traffic due to the event.
I believe that a downtown venue lends itself well to this type of positive image event, especially in
view of the continuing efforts to revitalize the downtown core area. I have also taken great pains
to include San Bernardino automobile dealers and the local hospitality community to help
incrementally increase business as a result of this event.
