STAFF REPORT
Per the request of Manuel P. Moreno, Jr., Director of Public
Services (Attachment A), the classification of Arborist is being
established in order to more effectively meet the needs of the
department. The attached job description (Attachment B) fully
describes the duties of this position. Attachment C shows the
relative position of this classification in the street Division.
The salary for Arborist is being established at Range 2396,
$3,197 - $ 3,357 - $3,525 - $3,701 - $3,886 per month. Per
Council action on June 15, 1992, this reflects a 5-step salary
scale.
The annual compensation for Arborist, including 21.37% for
~aFiable,fringe b~nefits that rise w~thsalary is:
$46,562 at step 1
$56,597 at step 5
At its June 27, 1991 meeting, the Council Personnel Committee
approved this request to establish one position of Arborist in
the Public Services Department, street Division, and set the
salary at Range 2396. Attachment C is a partial organizational
chart showing the location of the Arborist position within the
Public Services Department.
The minimum qualifications for the classification of Arborist
were approved by the Civil Service Board at its meeting of
April 14, 1992.

Attached is the Department of Public Services recoll&...ndation for a
job description for the 'nev -Tree Maintenance SUpervisor:- or -Arboriat-
position.
The current salary range for the Maintenance Supervisor: position is
$2538 - $3412. This position requires only high school education
and 3 years experience in various c:onstructim work with me year
of supervision. The proposed job requires IIlOt"e educatim and training.
Positions in other cities with similar educatimal/experience requirements
to the new -Arborist- job start at $3300 + per IIl:)l'Ith. We are requesting
a range of $2840 - $3821. 'Ibis would b;e a 12\ increase over the current
Maintenance Supervisor position. .
. Based on 1992 figures, paragraph 2 should read:
The current salary range for the Maintenance Supervisor position is
$3026 - $3678. This position requires only high school education
and 3 years experience in various construction work with one year
of supervision. The proposed jOb requires more education and training.
Positions in other cities with similar educational/experience requirement~
to the new "Arborist" job start at $3300 + per month. We are requesting
a range of $3l97 - $3886. This would be a 5.4% increase over the current
Maintenance Supervisor position.

JOB DESCRIPTION
Under general direction, supervises and participates in an urban
forestry management program designed to optimize the health, beauty
and safety of parkway trees for the public through proper planning,
planting, maintenance and care: and performs related work as
required.
REPRESENTATIVE DUTIES
Provides excellent customer service. Maintains positive attitude
toward city's management philosophy and promotes same through
cooperative interaction with Staff and other City departments.
Supervises and assists in the general care, maintenance, planting
and removal of parkway trees: reviews and evaluates tree
maintenance needs by reviewing complaints and observing problems:
plans seasonal pruning schedule: maintains and updates the street
tree master plan and makes recommendations in their placement:
assigns and prioritizes work schedules for crew members and makes
frequent checks on their progress: hires, evaluates and disciplines
subordinate personnel: provides training for crew members for
skills development and proper safety procedures: ensures safety
regulations are observed.
Encourages and motivates employees to enhance career opportunities
through formal education and training: makes field investigations
of citizen requests for street tree service and prepares reports or
work orders required by the circumstances: provides procedural and
policy information regarding tree trimming and removal.
Schedules emergency action based on complaints: provides advise on
proper care of trees and possible remedies for disease or pest
problems: maintains various records and makes reports as may be
required relating to work accomplished, productivity, personnel,
equipment, accidents and the results of field investigation of
those accidents. Schedules work of private contractors, monitors
their performance for compliance with City standards and makes
recommendations to the department head for payment of work
performed.
Requisitions supplies and parts: ensures the necessary materials
are on hand and available: ensures equipment is in proper working
condition: assists in budget preparation and recommends the
purchase of new equipment: recommends improved work methods:
operates city vehicles: is on call and must respond to a variety of
emergency situations if needed: and is most frequently needed to
respond to hazards created by downed limbs and trees due to high
winds and storm conditions.

MINIMUM OUALIFICATIONS
Graduation from high school or G.E.D. equivalent with certification
as an Arborist through the International Society of Arborculture,
and 1 year of supervisory experience: or graduation from an
accredited college with a Bachelor of Science degree in
arboricu1ture, horticulture, urban forestry or a related field and
2 years experience, one of which has been in a supervisory
capacity.
Possession of a valid Class "B" California Driver's License. Also,
a tank endorsement to the Class "B" license is required within 60
working days in this classification.
GENERAL OUALIFICATIONS
Knowledae of:
Principles and practices of modern arborculture used in park
and street tree programs:
Local tree species and their growth characteristics:
Insects and diseases that infect trees and plants in this area
and the action necessary to correct the problem:
utility line clearing:
General landscape maintenance:
Appropriate safety precautions and procedures:
Principles of supervision and training.
Abilitv to:
Trim, prune, cut and remove trees and stumps using hydraulic
tools, chain saws, aerial booms and other related
equipment.
Climb trees using ropes, saddles and gaffs:
Work well at various heights:
Walk, use both arms, hands and legs:
Bend and lift 100 lbs.:
Perform aerial rescue operations;
Establish and maintain effective relationships with those
contacted in the course of' work through the use of
considerable tact and judgement;
Plan, prioritize, schedule, assign and supervise the work of
crews engaged in equipment operation as well as tree and
shrubbery maintenance and care:
Train subordinates in skill development and safety procedures:
Prepare oral and written reports;
Maintain clear and timely records as requested;
Appraise work loads;
Exercise good judgement in the selection of proper materials
and equipment;
Operate a vehicle observing legal and defensive driving
practices:
Understand and carry out oral and written instructions.

ORGANIZATIONAL RELATIONSHIPS
The class of Arborist is the second-line supervisory level in the
Maintenance Worker series. Supervision is received from the
Superintendent of Streets. Supervision is exercised over assigned
crew members.
