Mayor and Common Council Meeting July 20, 1992 From: Al Boughey, Director Date: July 16, 1992 Synopsis of Previous Council action: On June 17, 1991, the Mayor and Common Council directed staff to initiate a general plan amendment to exempt publicly assisted senior citizen housing projects from the requirement to provide feasibility studies and conversion plans. On June 1, 1992, the Mayor-and Common Council referred the item to LRC for discussion and continued the public hearing to July 20, 1992. Descriotion) Finance: Council Notes: 75.0262 Agenda Item No $'"d-- o - v REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT General Plan Amendment No. 91-13 Mayor and Common Council Meeting of July 20, 1992 REOUEST This is a City initiated proposal to amend the text of the General Plan to eliminate the requirement for marketing and financing analyses to determine long term feasibility (feasibility study) and conversion plans for publicly assisted senior citizen housing projects. BACKGROUND This issue was discussed during the Development Code adoption process and deferred until after adoption of the Code. A General Plan Amendment was prepared to delete the requirement for the feasibility study and conversion plan, as directed by the Mayor and Common Council. The Planning commission reviewed the amendment and recommended approval on a split vote (not a majority vote). The Mayor and Common Council reviewed the amendment at their meeting of June 1, 1992, referred it to Legislative Review Committee and continued the public hearing until July 20, 1992. The LRC discussed the proposed amendment at its meetings of and July 9, 1992. LRC tabled the item on the recommendation of staff. MAYOR AND COMMON COUNCIL OPTIONS 1. The Mayor and Common Council may adopt General Plan Amendment No. 91-13 based on the findings in the resolution. 2. The Mayor and Common Council may table the General Plan Amendment. RECOMMENDATION Staff recommends that the Mayor and Common Council table this amendment to the General Plan. staff feels, based on issues raised at the Council meeting and LRC meetings, that further review is required. Instead of completely eliminating the requirement for a feasibil i ty study, the purpose of and contents of feasibil i ty studies should be outlined (ie. is there a need for the project vs. should the City assist financially). We may also wish to better define what is included in the definition of a publicly assisted project. Also, the requirement for a conversion plan should be separated from the requirement for a feasibility study.
