STAFF REPORT
It is the Telecommunications Division's recommendation to approve
the contract between the City of San Bernardino and GTE
Corporation. This contract would allow GTE to be the sole provider
of pay telephone service for the City for a period of 5 years.
This contract would provide the City with higher commission rates
on all pay telephones located on City-owned property. As well as
strengthen the City's control over future pay telephone
installations.
For the past several months, the Telecommunications Division has
been investigating possible increases in City revenues. This
contract is the culmination of part of that investigation.
CUrrently, the City receives 13% commission on "Coin-in-box"
revenues for pay telephones located on City-owned property. with
this contract, the commission rate would change to 13% of all
interLATA toll calls (calls made within the local calling area)
plus 9% to 20% of "Coin-in-box" revenues (see attached charts A &
B). This change would increase the City's revenues by
approximately 25%, raising revenues from the current level of
$10,400 per year to $13,000 per year.
In addition to changing the commission rate structure, this
contract would also increase the city's control over installation
of pay telephones located on City-owned property, and reduce
installation charges of those phones. Therefore, the city would
increase the number of pay telephones and, in turn, increase City
revenues beyond the $l3,000 mark. CUrrently, the city has 40 pay
telephones located at various City facilities and is in need of at
least 6 more, in locations accessible to city employees (i.e.,
within City Hall, employee breakrooms, etc.)
The contract between the city and GTE corporation would be
beneficial to the City by first, increasing revenues to the city,
second, reducing installation costs by approximately 10% and,
third, increasing the City's control over installation of City-
owned pay telephones.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the city of San Bernardino is
ereby authorized and directed to execute on behalf of said

ion and maintenance of pay telephones, and establishment of
new commission rate schedule.

SECTION 2.
The authorization to execute the above-
eferenced Agreement is rescinded if the parties to the
greement fail to execute it within sixty (60) days of the
assage of this resolution.
