Recommended Motion:
1. That Change Order No. 6 to the contract with Sierra Pacific
Electrical Contracting for the Main Street Revitalization
Program, Phase I, in accordance with Plan No. 8484, be
approved, to authorize the inclusion of Phase II
improvements, at an increase in the contract price of
$1,093,891.35, from $2,115,256.36 to $3,208,147.71.

2. That the Director of Public Works/CE be directed to prepare
appropriate contract documents for Phase II improvements, of
the Main Street Revitalization Program, in accordance with
Plan No. 8484, and to tise for b'

agreement with Main Street, Inc. budgeting $2,250,000
for streetscape improvements.
10-15-90 The Community Development Commission approved the
components of the Main Street, Inc. streetscape plan.
03-18-91 The Community Development Commission approved the
Negative Declaration on the Environmental Impact
Review.
05-06-91 -- The Community Development Commission adopted motion B
authorizing the Public Works Department to solicit
bids for both sides of "E" Street, 2nd Street to 6th
Street and both sides of 4th Street, Arrowhead Avenue
to "F" Street, including intersection papers at 2nd
Street, Court and Fourth Street.
08-05-91 Resolution No. 5296 adopted, awarding contract for

STAFF REPORT
Main Street Revitalization Program
Construction of Phase II Improvements
Improvements within Phase I, of the Main Street Revitalization
Program have recently been completed by Sierra Pacific Electrical
Contracting Company.
Funds in the amount of $1,205,000 are now available to finance
the cost of Phase II of the Main Street Program. These
improvements may be installed by incorporating them into the
contract with Sierra Pacific for Phase I, or by a new contract.
Sierra Pacific was requested to provide a price quote for Phase
II improvements. A quote of $1,093,891.35 was accordingly sub-
mitted. This quote includes the installation of Main Street
improvements on liD" Street, from Second Street to Sixth Street,
Court Street, from "E" Street to "D" Street, and Court Street
(south side), from liD" Street to Arrowhead Avenue.

The cost of improvements installed in Phase I was $170.66 per
linear foot. The price quote for Phase II equates to a unit
price of $156.65 per linear foot, which represents a reduction of
9% from the cost for Phase I, which was established through the
competitive bidding process.
Below is an estimate of the total cost for adding Phase II
improvements to the contract by change order.

There are available funds in the amount of $1,205,000, Account
No. 650-0105, to finance the total costs incurred for Phase II
improvements.
We recommend that Change Order No. Six be approved, to incor-
porate Phase II improvements into the contract. This recommda-
tion is based upon the following reasons:

1. Experience gained by Contractor during Phase I.
2. Acquire light poles at same price.
3. Same source of supply for trees.
4. Familiarity with revisions made for Phase I.
5. Complete Phase II prior to Christmas Season.
6. Cost is 9% less than price established by competitive bidding
process.

URGENCY CLAUSE:
The Contractor will need to submit an order for the additional
street light poles in the near future, in order to be able to
compel the supplier to hold the price for Phase I.

Installation of all Streetscape improvements performed on Phase 1

Contract Change Order Nos. One thru Five, at the following
locations;
1) "0" Street- east and west sides of street, from 2nd Street to
6th Street.
2) "Court Street- north and south sides of street, from "E" Street
to "0" Street. South side of street, from "0" Street to Arrowhead.
