Synopsis of Previous Council action:
Recommended motion:
Motion 1: To declare the Bicycle Criterium issue an urgency item
for discussion and possible action.
Motion 2: To approve, in concept, the hosting of three (3) bicycle
criteriums on August 29, September 12 and 13, 1992, by
the City of San Bernardino and to recommend that Main
Street coordinate with pr~ts~;nc\\ and City regard-

SUBJECT: Bicycle Criterium (August 29, September 12, 13) 1992

This morning, Councilwoman Miller and I met with Ann Harris
and two principles of Pro Sports, Inc. regarding the hosting of 3
bicycle criteriums, pro and amateur, in the City of San Bernardino
on the above dates. The groundwork has been accomplished by Ann
Harris of Main Street and the information we received is exciting
and positive for the City of San Bernardino.
The criteriums would be 3/4 of a mile long with the
start/finish on 3rd Street in front of City Hall. The races would
be held between 2nd and Court Street, Arrowhead and "E" Street (see
map) . Street closure, barricades, medical support, cleanup,
insurance and advertising issues were addressed and conceptually
there are no major problems. A quick gathering of POlice, Fire,
Courtesy Ambulance and Public Services indicated all issues can be
coordinated easily enqugh. A short meeting with Fred Wilson,
Assistant City Administrator, took place to close the loop. Parks,
Recreation and Community Services will be contacted for future
coordination.
Attached is a very preliminary budget. Pro Sports, Inc. will
be presenting their credentials and make a brief presentation if
the Common Council will agree to hear.them as. an urgency matter on
June 17 prior to the BUdget Hearing. The urgency is a matter of
advertising in a national magazine that must have their copy in by
the afternoon of the 17th of June. A conceptual approval by the
Council will provide the "go ahead" for Pro Sports.
Recognizing that time is short and of the essence, and
realizing that this will be a tremendous shot-in-the-arm for San
Bernardino, I recommend that we go forward with this item.

Citizens Race.
The lRoute: A fast rectangular circuit which passes the San Ber-
nardino City Hall, putting a premium on cornering and raw
strength. Long, rapid straights will ensure a fast pace from the gun
and the finishing long straight will ensure an exciting sprint to the
line. It is a visual circuit with good vantage points along the
straights and around the comers. Good weather and exciting
events will ensure a massive turn out.
The City: San Bernardino, an exciting city outlined by beautiful
mountains was incorporated in 1810. With its current population
of 171,562 people, San Bernardino is host to many art, social, and
sporting events. The professional cycling series will enhance the
City's history of event excellence.
