Vernon Corridor Project Area Committee (PAC) meeting. was called to order at 6:15 p.m. at the Villa Senor Library, 525 North Mt. Vernon Avenue, San Bernardino, California, by Chairman Jose Gomez. ROLL CALL Roll call was taken with the following committee members being Present: Hade Byars, Richard Churchwell, Teresa Enciso, Maureen Giovanni, Graciano Gomez, Jose Gomez, Esther Mata, Kevin Mitchell, Ernest Vasquez, and Randy Hyatt. Melvin Elliott, Alfredo Enciso, Tod McDonald, Gloria Torres, Manuel Morales, and Trinidad Padilla. Absent: Staff: Susan Morales, Redevelopment Agency, and Andre Dupret, Urban Futures, Inc. - '- PLEDGE OF ALLEGIANCE Committee Member Esther Mata led the Pledge of Allegiance to the American Flag. PUBLIC COMMENTS Ms. Morales reportee that the support staff to the PAC has decreased due to the completion of the process. She Indicated when the Committee has legal questions they will be referred to Dennis Barlow, Sr. Asst. City Attorney and when necessary, Mr. 8arlow could attend speCific meetings. Committee Member Jose Gomez suggested that the meetings be taped for an accurate record of the discussions held. MINUTES - MAY 30, 1990 Mr. Vasquez requested that on page 2, Item #3 of the minutes dated May 30, 1990 be corrected to reflect Committee member Ernest Vasquez seconded the motion. Committee Member R. Hade Byars, Sr., made a motion, seconded by Committee member Graciano Gomez, and unanimously carried to approve the minutes of May 30, 1990 as amended. - :#/ - .-'" '",) MT. VERNON CORRIDOR CONCEPTUAL THEME '-- Andre Dupret, Urban Futures, Inc. The Committee welcomed Mr. Andre Dupret of Urban Futures, Inc. Mr. Dupret presented conceptual renderings depicting a Spanish architectural theme and streetscape designs for a target area (5th Street to 9th Street). Mr. Dupret explained programs that could help to achieve a similar project. Committee Member Hade Byars expressed his opinion that Mt. Vernon should be a priority to everyone. Committee Member Graciano Gomez suggested that the PAC make a favorable recommendation to the Mayor and Common Council that the type of prOject shown be explored further. Committee Member Randy Hyatt expressed the Importance of business retention of those stable merchants within the target area. Mrs. Morales explained that the drawings were the first of many Ideas and potential projects that the Committee would have an opportunity to see. She I'ndlcated that If the Committee supported this concept, staff could present this with recommendations for the future exploration of the Ideas. The Committee expressed concerns over small strip center developments within r~ the target area. The absence of any architectural standards or guidelines ~ prevents any assurance that new developments will be conducive to any future projects. ~ommlttee Member Randy Hyatt asked Ms. Morales how soon something could be Implemented. Ms. Morales responded that everything was moving rapidly and that this was the first step In a lengthy process. She explained that the next step would be to present this concept to the Redevelopment Committee with cost estimates for the development of a specific plan or alternative programs. Committee Member Hade Byars maee a motion, seconded by Committee member Esther Mata, and carried unanimously to continue with the plan presented by Urban Futures, Inc. Committee Member Wade Byars made a motion, seconded by Committee member Ernest Vasquez, and carried unanimously to request that staff prepare a letter from the Committee to the Redevelopment Agency expressing support for the development of a Specific Plan for the target area of Mt. Vernon between 5th and 9th Streets. 2 /-- '- -- - ~ , . , .~ ~ "'-... . - PROJECT MANAGER'S REPORT -- Ms. Morales reported that the Mayor and Common Council conducted the Public Hearing on June 11, 1990. Subsequently, the Mayor and Common Council adopted the Ordinance approving the Redevelopment Plan on June 25, 1990. She explained the 30-day Statute of Limitations for the certification of the EIR; and the 60-day Statute of Limitations on the Redevelopment Plan. .'-- '- ATTENDANCE REPORT Section IV, Paragraph F of the ByLaws state "Any member who, without good cause as determined by the PAC, shall be absent from three (3) consecutive regular meetings, shall be deemed to have vacated his membership." At the request of the Committee, Ms. Morales reported Ms. Gloria Torres has missed three consecutive regular meetings. A motion was made by Committee Member Esther Mata, Seconded by Committee Member Wade Byars and carried unanimously to remove Gloria Torres from the Project Area Committee. Discussion was held on the commitment to the committee and the Importance of attending each meeting. The committee requested that staff prepare a letter to the other members who have missed two consecutive meetings to Inform them that they will be dropped from the committee If they miss another meeting. Commi ttee Member Kevl n Mltche 11 suggested that the ByLaws be amended to change the quorum requirements. Committee Member Esther Mata suggested that the ByLaws also reflect a change In the number of consecutive meetings allowed before automatically vacating membership. The Committee requested that the recommendations to change the ByLaws be on the next agenda for discussion. Adjournment At approximately 9:30 p.m., A motion was made by Committee Member Maureen Giovanni, seconeed by Committee Member Wade Byars, and carried unanimously to adjourn the meeting of the Mt. Vernon Corridor Project Area Committee to Wednesday, August 15, 1990, at 6:00 p.m., at the Villa Senor Library, 525 North Mt. Vernon Avenue, San Bernardino, California. 1094C -- 3 '-'
