MT. VERNON CORRIDOR PROJECT AREA COMMITTEE
CITY OF SAN BERNARDINO
MINUTES
April 18, 1990 - 6:00 p.m.
The Mt. Vernon Corridor Project Area Committee meeting was called to order
at 6:30 p.m., on Wednesday, April 18, 1990, in the Home of Neighborly
Services, 839 North Mt. Vernon Avenue, San Bernardino, California, by
Vice-Chairman R. Wade Byars Sr.

Roll Call was taken with the following being present: Vice-Chairman R.
Wade Byars, Sr.; Committee Members Richard Churchwell; Melvin Elliott;
Alfredo Enciso; Theresa Enciso; Graciano Gomez; Esther Mata; Kevin Mitchell;
Manuel Morales; Trinidad Padilla; Ernest Vasquez and Randy Wyatt. ABSENT:
Maureen Giovanni; Jose Gomez; Tod McDonald and Gloria l. Torres.
STAFF PRESENT
John Hoeger, Development Manager, Redevelopment Agency; Susan M. Morales,
Project Manager, Redevelopment Agency; James F. Penman, City Attorney; Dennis
A. Barlow, Senior Assistant City Attorney; Carl Morgan, Urban Futures; Rick
Oakley, Urban Futures.
OTHERS PRESENT
lee Jackson, Director of Home of Neighborly Services and Mrs. Trini Gomez.
1. Pledge of Allegiance - There was no flag available.
2. Public Comments on Items not on Agenda. There were no public comments.
3. Mt. Vernon Corridor Project Area Committee Minutes.
A motion was made by Committee Member Richard Churchwell, seconded by
Committee Member Graciano Gomez, and carried unanimously that the minutes of
March 21, 1990 of the regular meeting of the Mt. Vernon Corridor Project Area
Committee be approved as submitted.

4. Amend the Bylaws
~ A discussion ensued.
Ms. Susan M. Morales, Project Manager, explained that according to the
by-laws, nine (9) Committee Members constitute a quorum. Previously the
Committee suggested to change the working in the by-laws to allow a majority
of members to constitute a quorum, rather than the nine (9) members previously
required.
A motion was made by Committee Member Graciano Gomez, seconded by
Committee Member Esther Mata, and carried unanimously to amend the by-laws to
allow a majority of members to constitute a quorum, rather than the nine (9)
members as previously required.
5. Presentation by Urban Futures, Inc. - Tax Increment Projections
Mr. Rick Oakley, from Urban Futures, Inc., made a presentation on Tax
Increment. He began by referencing the State of California Community
Redevelopment Law and said that the key provision in this law is the ability
to generate new development and construction through redevelopment funds for
important projects in the immediate area.
A lengthy discussion ensued regarding how tax increment is generated and
how it works. Mr. Oakley answered questions.

6. Projects List
Ms. Susan M. Morales, Project Manager, presented a categorized projects
list of suggestions by the PAC as follows:
Infrastructure
* Design and construction of commuter rail intermoda1 terminal.
* Design and construction of off-ramps West of 1-215.
* Landscaping along and within arterials (medians, parkways, flood control
channels and railroad rights-of-way).
* Construction of sewer on West end of Baseline.
Recreational/Cultural
Develop new or improve existing Social Services such as:
A. Teen Youth Center
B. Nunez Park
C. Theatre
* Develop Community Center
* Railroad Cultural Museum
* Improve and expand the existing park (plaza 7th and Mt. Vernon)

A lengthy discussion ensued regarding the importance of presenting such a
list to the Mayor and Common Council at the next regularly scheduled meeting
of May 7, 1990 for their consideration.
A motion was made by Committee Graciano Gomez, and seconded by Committee
Member Richard Churchwell, and carried unanimously to transmit to the Mayor
and Common Council the Projects List for their consideration.
7. Proposal to recommend General Plan Amendment - Mixed Use.
A motion was made by Committee Member Kevin Mitchell, and seconded by
Committee Member Randy Wyatt, and carried (Committee Members Graciano Gomez
and Esther Mata abstained), that the Mt. Vernon Project ARea Committee make it
known to the Mayor and Common Council that the Committee supports a simple
zone change process for non-conforming uses rather that the current General
Plan Amendment Procedures.

9. Adjournment.
A motion was made, and was unanimously carried to adjourn the meeting to
Wednesday, May 9, 1990 at 6:00 p.m., at the Villa Senor Library, 525 North Mt.
Vernon, City of San Bernardino, California.
