Staff Report
Subject:
Resolution authorizing the submittal of the State Street Extension Project Application to SANBAG
and Committing Local Match Funds for the FY 2002/03 Surface Transportation Program (STP)
Funding Cycle ($424,000 plus private/public participation in the amount of $250,000).
Background:
On November 1,2000, San Bernardino Associated Governments (SANBAG) announced a Call for
Projects to program FY 1997/98 - 2002/03 Surface Transportation Program (STP) Funds provided
through Transportation Equity Act for the 21st' Century (TEA-21). At this meeting, SANBAG also
adopted the STP project screening and project evaluation (100 point) scoring process to be used for
allocation determination in the valley region. Please note that co-funding/local match funding
contributions are evaluated as 25% of the overall "score" in the project analysis. As an example,
minimum local match contributions of 12% receive (0) points, while local match contributions of
50% of the project cost receive (25) points. Therefore it is a policy budgetary issue that must
continue to be addressed relative to the future calls for Federal/State aid projects,
The total funding available for the Valley STP Call for Projects is about $12,0 million. These funds
will be awarded on a competitive basis. Pursuant to SANBAG policy, all agencies awarded STP
funding under this call for projects will be required to enter into a contractual agreement with
SANBAG as a condition for receiving any awarded funds.
The City is submitting the State Street Extension Project, which meets the STP Program Criteria,
and is also designed as a Principal Arterial in the Regional Trans~ortation Improvement Program,
The entire project, which proposes to extend State Street from 16' Street southerly to intersect 5'h
Street, easterly of Foothill Boulevard, will be constructed in six (6) phases as follows with only
Phases IB, 2,3,and 4 included in this application:
Phase lA:
Base Line to 800' south to be constructed with non-STP funding as a private
development project.

NOTE: Phases IB - 4 constitute this project application.

Phase 5: 5th Street to access road will be constructed at a later date when funding becomes available.
Phase 6: Construction of roadway to full width will be constructed at a later date when funding
becomes available.
Financial Impact:
The total local match requirement for the project will be $674,000 in addition to the $289,622 spent
on preliminary and final design, and the cost of Phase IA. Of the $674,000, $250,000 will come from
other local sources. It is estimated that about $174,000 will be available from the current budget
balance remaining from Phase lA. An additional $250,000 must be appropriated in the FY
2001/2002 budget. Although neither the city's costs previously incurred toward the
design/environmental studies, nor the costs associated with Phase I construction are reimbursable,
they should count towards the city's local match contribution total of 32.5%,
Recommendation:
Adopt the attached Resolution committing matching funds and authorizing staff to submit the State
Street Project Application to SANBAG for Surface Transportation Program Funds.

WHEREAS, the City of San Bernardino desires to submit one (I) project application for
the current STP funding cycle listed as follows:

11 WHEREAS, the City of San Bernardino warrants that local matching funding is
12 committed and available for the one (I) project application submitted to SANBAG for
13 consideration in the current STP funding cycle; and that the City of San Bernardino is committed

to implementing any project that is awarded STP funding; and
WHEREAS, the San Bernardino Associated Governments (SANBAG), as the agency
responsible for short-range capital and service planning and programming for the San Bernardino
County area, requires an approved Resolution from the governing body of the Lead Agency for
19 all projects submitted for STP funding; and

WHEREAS, the City of San Bernardino, as the Lead Agency, possesses the legal
authority to submit a project proposal for STP funding consideration, and to finance, acquire, and

construct said project.

NOW, THEREFORE, BE IT RESOLVED THAT THE MAYOR AND COMMON
24 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1: Affirm its continuing commitment to the project application submitted for

Surface Transportation Program (STP) funding.

SECTION 2: The City of San Bernardino does hereby commit, as the Lead Agency for
the project, to carry out the project consistent with the STP Program administrative guidelines
implementation schedule; and
SECTION 3: The City of San Bernardino does hereby certify that it will enter into a
contract with SANBAG committing to carry out the execution of project development,
construction, and completion of any project that is awarded STP funding appropriations,
SECTION 4: The City of San Bernardino does hereby certify that it will allocate the

SECTION 5: The City of San Bernardino does hereby certify that, as the Lead Agency,
