RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
3 SAN BERNARDINO ESTABLISHING THE SAN BERNARDINO GARDEN
COLLABORATIVE FOOD POLICY COUNCIL TO FORMULATE AND
4 RECOMMEND LONG-TERM FOOD POLICIES TO PROMOTE FOOD SECURITY IN
THE CITY OF SAN BERNARDINO.

WHEREAS, on February 7, 2000 the Mayor and Common Council approved Resolution
7
No. 2000-23 authorizing the Director of Parks, Recreation and Community Services Department

to apply for and administer a grant in the amount of $25,000 from California Healthy Cities and
Communities and Food for All; and
11
WHEREAS, the aforementioned grant establishes the San Bernardino Garden
12 Collaborative to promote improved family nutrition to under-served City of San Bernardino
13 residents; and

WHEREAS, the goal of the San Bernardino Garden Collaborative Project is to enhance
the quality of life for San Bernardino residents in low-income areas by, among other things, the
creation of a community food policy council that will formulate and recommend to the Mayor
18 and Common Councilatleastnolleoow-policy promoting food security in the City of San
19 Bernardino; and
20 WHEREAS, the community food policy council should be represeDtative--fer- the
21 community it intends to serve for the purposes of promoting policies related tu food security for
22 'city residents, expanding elementary school gardens, exploring possibilities of funding

echanisms to promote the sustainabiIity of the San Bernardino Garden Collaborative, and

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
SECTION 1. There is hereby created the San Bernardino Garden ColIaborative Food
Policy Council ("Food Policy Council") which shalI consist of fifteen (15) members, each
appointed by the Mayor, with the approval of the Common Council, and each serving at the
11 pleasure of the Mayor and Common Council.
12 SECTION 2. Members of the Food Policy Council shall come from and represent
13 groups that are involved with promoting food security for low-income residents in the City of
14 San Bernardino, including but not necessarily limited to such groups as:

Health Professionals, Advocates, Educators and Parents
Religious Organizations
Neighborhood or Community Organizations
Community Development Institutions

Environmentalists
Food Retailers & Food Processing Industry Representatives

SECTION 3. The Food Policy Council shall:
A. Act as an advisory council to the Mayor and Common Council on issues

Actively seek advice from community councils on nutrition and health
the general public for the purpose of making recommendations to the Mayor and Common
Council on issues of concern regarding food security.

Explore alternative funding possibilities to promote sustainabiIity of the
11 San Bernardino Garden Collaborative, and the development and implementation of projects and
12 programs that would promote food security in the City of San Bernardino.

D.
Hold public meetings to gather input on issues of concern regarding food
14 security with the general public and other interested individuals.

E.
Prepare an annual report that gives recommendations to improve the lives
of the residents of the City of San Bernardino, and a summary of activities for the previous
calendar year, for the Mayor and Common Council.
