This is to request that the Mayor and Common Council adopt a resolution
approving a Project Area Committee for the Mt. Vernon Corridor Redevelopment
Project.
Backqround
The City and Agency have been vigorously pursuing the steps necessary for the
establishment of the Mt. Vernon Corridor Redevelopment PrOject Area. Initial
efforts in this regard consisted of community meetings to ascertain a level of
interest and support for the project. Following those initial meetings, the
City approved a redevelopment survey area on October 2, 1989, and amended on
November 6, 1989 to include additional public-owned land. Following the
approval of the amended survey area, the Planning Commission designated
proposed project area boundaries and approved the preliminary plan on
November 7, 1989.
In the ensuing months, several tasks remain to be accomplished in order for a
redevelopment plan to be adopted. After approval of a preliminary plan, a
preliminary report is prepared concerning the proposed project, a draft
redevelopment plan is prepared, and an environmental impact report (EIR) is
processed. Negotiations will be concurrently conducted with several taxing
agencies and ultimately a noticed pUblic hearing will be conducted to consider
~. the adoption of a redevelopment plan. It is our goal to have the Mt_ Vernon
Corridor plan in effect by July, 1990. In order to meet this goal, it may be
necessary to call Special Meetings of the Mayor and Council during this
process.
Project Area Committee
After the proposed boundaries are established, the legislative body is to
"call upon" residents in existing community organizations in the project area
within which a substantial number of low-and moderate-income families are to
be displaced, to form a PAC and adopt a procedure for the formation of the
PAC. The law allows sixty (60) days after the prOject area boundaries are
selected to approve a PAC.
The PAC acts as an advisory bOdy to the Agency during the plan adoption
process and consists of residents, property owners, tenants, business-persons
and representatives of community organizations within the project area.
The Mayor and Council approved a Citizen Advisory Committee (CAC) on November
13, 1989 in order to initiate citizen participation at the project's
inception. It is important to note that this committee is not a substitute
for a PAC, and was encouraged to submit applications to serve on the PAC.
Nine CAC members submitted Interest Forms for the PAC.

On November, 30, 1989, the Mayor and Common Council approved a procedure for
the formation of a PAC, and called upon the residents and community
or9anlzatlons within the project area to form a PAC for the project. In
accordance with the procedure, notification was accomplished by means of
publication and public announcement.
On Monday, December II, 1989, a public meeting was held to explain the
formation and the functions of the PAC. At this meeting, eligible persons
were provided with forms to submit for membership on the PAC.
Applications to serve on the PAC were accepted until December 21, 1989, at
9:00 a.m. A total of 21 were received and eligibility was verified by staff
to the best of Its ability. Staff Is recommending the PAC consist of 17
members which Include one or more representatives from these groups: owner
occupants, residential tenants, business owners, and representatives of
existing organizations within the project area. All eligible applicants are
being recommended except for duplicate representatives of anyone
organization, business or residence. The proposed roster (the Roster) of PAC
members Is attached marked Exhibit "A".
Recommendation
It Is, therefore, recommended that the Mayor and Common Council approve the
persons and organizations enumerated on the Roster as the Mt. Vernon Corridor
Project Area Committee.
