Synopsis of Previous Council action:
The Mayor and Common Council haspr"viouslf discussed the issue of rent stablization,
established a Citizens Mbile Home Park Fact-Finding Committee and adopted Ordinance
Number 3805 establishing a moratorium on rents to be charged to mobile home park
tenants residing in the City.
On September 8,1987, the Mayor and Common Council conducted a public hearing and
directed staff to prepare a Request for Proposals (RFP) for the purpose of retaining a
consultant to survey the mobile home parks within the corporate boundaries of City.
Recommended motion:
That the Mayor and Common Council authorize and direct staff to issue a Request for
Proposals (RFP) for the purpose of retaining a consultant to conduct a survey of mobile
home park tenants and mobile home park owners located within the corporate boundaries
of City.

STAFF REPORT
On August 25, 1987, the Mobile Home Park Ad Hoc Committee,
comprised of Councilmembers Flores (Chairman), Pope-Ludlam
and Minor, met to discuss issues related to the imposition of
a rent moratorium and/or rent control ordinance for mobile
home parks within the corporate boundaries of the City.
Committee members, staff and a representative from Western
Mobile Home Association also heard a presentation from a
County Board of Supervisors representative that focused on
space rental assistance, outreach, senior shared housing and
a communications team.
On September 8, 1987, the Mayor and Common Council conducted
a public hearing and took action authorizing and directing
staff to prepare a Request for Proposals (RFP) for the
purpose of retaining a consultant to survey the mobile home
parks within the corporate boundaries of the city. Staff was
directed to place the RFP on the Mayor and Common Council
agenda for the regular meeting on September 21, 1987.
Attached is a copy of the RFP developed by staff entitled
"Request for Proposals for Mobile Home Park Survey and
Recommendations". The RFP requires that the consultant
services provide the following:
1. Statistical data which consultant will properly analyze.
2. Identification and definition of problems.
3. Recommendations for solutions.
It is expected that this study will provide accurate, re-
liable data along with the recommendations necessary to
assist the Mayor and Common Council in resolving the issue of
a rent moratorium/control ordinance in a positive and equit-
able manner.
The consultant selected would be given ninety (90) calendar
days to complete the project as follows: To meet this
deadline, the consultant would have approximately forty-five
(45) calendar days to conduct the survey phase of the project
and approximately forty-five (45) calendar days to produce
the final report and make a presentation to the Mayor and
Common Council. The time frames for the phases of the project
may be negotiated, but the consultant will be expected to
adhere to the ninety (90) day limit.

"REQUEST FOR PROPOSALS"
for
"Mobile Home Park Survey and Recommendations"
I, PURPOSE
The City of San Bernardino is seeking consultant services to
undertake a survey of mobile home parks within the corporate
boundaries of the city. The survey should be statistically
reliable, properly analyzed, successful in the identification and
definition of problems and should include recommendations for
solutions to be considered by the Mayor and Common Council of the
City of San Bernardino.
II. BACKGROUND
Over the last decade, the Mayor and Common Council of the City of
San Bernardino has studied the issue of rent stabilization and/or
rent control on at least three (J) separate occasions. Recently,
the Mayor and Common Council has been asked to consider the adop-
tion of a rent moratorium ordinance.

The city has som~fortY-fOUr ~} mobile home parks with
approximately ~ spaces. Recent forums on the issue of rent (7
control appear to have only widened the differences between
proponents and opponents of a rent moratorium/control ordinance.
This study will provide accurate, reliable data which will assist
the Mayor and Common Council in resolving this issue in a positive
and equitable manner.
III. CONTRACTUAL REQUIREMENTS
A. The consultant selected for this commission will be required to
complete the following tasks in fulfilling the contract. (Addi-
tional tasks that will assist in the accomplishment of the
goals of the contract may be required.):
Task Number 1
Develop, conduct and analyze a survey of the mobile home resi-
dents and mobile home park owners in mobile home parks located ~
within the corporate boundaries of the City. The survey shall
be conducted, to the extent possible, of every mobile home
resident and mobile home park owner within the City limits. If
this is not possible, at a minimum, the survey shall be
conducted and administered to a sufficient percentage of
persons in order to provide statistically reliable data.
The intent of the renter survey is to establish a renter
profile on housing costs, income and household characteristics
(family size, age, ethnic background, etc), in order to
identify the possible need for a rent control ordinance, or
some other form of assistance.

The purpose of the mobile home park owner survey is to
establish a housing cost profile on each mobile home park.
Examples of some of the related mobile home park information
that should be surveyed and analyzed include the characteris-
tics of the mobile home park units (age, model, size, type of
installation - permanent or temporary, etc.), the type of space
rental agreement, the number of vacancies, the number of units
for sale or rent, the proportion of owner-occupied versus
leased mobile homes and a summary of space rental rates over
the last five (5) years.
Task Number 2
Research and analyze recent mobile home park assistance pro-
grams and other related programs that have been implemented by
other jurisdictions.
Task Number 3
Develop a mobile home park assistance program based upon survey
findings developed under Task Number "1" and various options
for the City of San Bernardino.
Task Number 4
Identify feasible alternatives to the recommended program
including, but not limited to, strategies for mobile home
conversions, rent control, rent stabilization and vacancy
decontrol.

Task Number 5
Develop cost estimates for recommended program and alternatives
and analyze available funding sources for maintenance and
operation of the recommended program and alternatives.
Task Number 6
Meet with selected groups, as necessary, to discuss and review
the survey questionnaire, recommended program, alter native
programs, final report or any other aspect of the project as
requested by the Director of Community Development.
Task Number 7
Prepare a narrative on the details of each preceding task, to
be organized in a final report. The narrative on Task Number 1
shall include a discussion of each survey question.
B. The consultant selected for this commission will be given
ninety (90) calendar days from the award of the contract to (?

IV. PROPOSAL REQUIREMENTS
A. Each proposal submitted in response to this RFP shall be
submitted in a sealed envelope and contain the following:
1) Consultant Qualifications.
a. Detailed approach to each task and how it will be
completed. Regarding Task Number 1, the proposal shall
define how the consultant proposes to administer the
required survey and the minimum percentage of renters
to be contacted in order to provide statistically
reliable data.
b. Timeframe for completion of each task.
c. Description of past experience conducting similar
studies.
d. Capacity of the firm performing the work within the
specified time limitation.
e. Qualifications of the person(s) responsible for com-
pleting each task.
f. References willing to attest to quality of past work.
g. Experience with governmentally funded projects.
h. Familiarity with City of San Bernardino.
2. Charges for Consulting Services.
Description of the consultant fee schedule, including
peripheral costs such as printing, appearance for testi-
mony, presentation, etc.
3. Affirmative Action/Equal Opportunity.
The contractor shall describe its policies on affirmative
action and its willingness to abide by all mandated equal
opportunity provisions in the execution of services under
the proposed contract.
V. DEADLINE FOR PROPOSAL SUBMISSION
A. To be considered, proposals must be complete, signed by a person
or persons with the authority to commit the necessary resources
to undertake the responsibility of performing a mobile home park
survey for the City of San Bernardino.

B. The deadline for the submission of proposals is 4:00 p.m., on
, 1987. The Community Development Depart-
ment shall assume that organizations not responding by the above
date and time have elected not to submit a proposal. Anv
proposals received after the stated submission deadline will not
be eliaible for consideration.
