STAFF REPORT
The U.S. Department Of Education has awarded the San Bernardino Public Library,
the Friends Of The Dorothy Inghram Branch Library and the Provisional Accelerated
Learning Center a $25,000 one-year grant commencing October I, 1987, to teach
adults to read using computer assisted instructional courseware developed by
the Institute For The Study Of Adult Literacy at Pennsylvania State University.
The MICRO-READ ADULT LITERACY PROJECT will establish a computer learning center
(up to six work stations linked by a hard disk) in the Dorothy Inghram Branch
Library. During the grant period it is proposed a minimum of 320 adults will
be recruited and taught to read. This project represents the first demonstration
of the Penn State University courseware in a public library setting anywhere in
the United States.
At this time the Library requests the necessary budget accounts be established
to implement the grant:
Parttime salaries: Provides approximately 1,665 hours of
of Library Page time during the 12 month project.

Contractual services: Provides approximately $830 per
month for the Provisional Accelerated Learning Center
to provide recruitment, assessment, retainment and con-
sulting services during the 12 month project. At mid--
year and at the project's end, the Institute For The
Study Of Adult Literacy will provide assessment and
evaluation of the project for a total of $1,000.

Equipment: Provides for the initial purchase of micro-
computers.

An additional expenditure of up to $10,500 for equipment is anticipated to ex-
pand the project over the next fourteen months as revenue sources are identified.
No expenditures will occur until the revenues are in hand.
The services of the Provisional Accelerated Learning Center will be governed by
a contract with the San Bernardino Public Library. The services of the Institute
For The Study Of Adult Literacy will be governed by a letter of agreement. No
expenditures will be made until these documents have been executed. Payments
will be made for services only upon receipt of approved invoices.
