Synopsis of Previous Council action:
June, 1987 --- Allocation of $117,090 from 1987/88 CDBG Program, for
new lights at Fiscalini Field, approved.
Recommended motion:
I. That a finding be made that the installation of new lighting
standards at Fiscalini Field, in accordance with Plan No. 7332,
is needed for health and safety reasons.
2. That the plans for installation of new lighting standards for
Fiscalini Field, in accordance with Plan No. 7332, be approved;
and the Director of Public Works/City Engineer authorized to
advertise for bids.

STAFF REPORT
The lighting towers at Fiscalini Field were installed as
a WPA Project in the 1930's. They have exceeded their anticipated
useful life and could soon be unsafe through the normal rusting
process associated with weathering. Failure of one of these towers
could result in loss of life or injury.
Lighting levels on the playing field are not completely in
accordance with standards issued by the California League. In-
stallation of these new lighting standards will raise the light-
ing levels to the criteria set forth for Class A baseball.
Plans for installation of these new lighting standards
have been prepared by the Engineering Division and the project
is ready to be advertised for bids. The project will consist, in
general, of removing the existing lighting towers and installing
new lighting standards and fixtures. Provision may be made for
mounting speakers on the new standards, if deemed appropriate by
the noise study now being conducted. Removal of the 4 infield
towers and installation of 4 new lighting standards are included
in the Basic Bid. Removal of the 4 outfield towers and installa-
tion of new standards will be included as Additive Alternate "A."
This method will ensure that the lighting in the infield will be
upgraded, and the outfield facilities will be included in the
contract, if a favorable bid is received or if a source of supple-
mental funding can be identified.

An amount of $117,090 has been allocated, under Account
No. 121-544-57596, from the 1987/88 CDBG Program to finance the
costs incurred for this project.
We recommend that a finding be made that this project is
needed for health and safety reasons, the plans approved, and
authorization granted to advertise for bids.
