06-15-87 --- Implementation plan for Central Garage Management
Audit approved, and staff authorized to include
$60,000 in the 1987-88 8udget for the installation
of two 3-post hoists.
Recommended motion:
1. That a finding be made that the installation of two 3-post
hoists in the Central Garage is needed for health and safety
reasons.
2. That the plans for installation of two 3-post hoists in the
Central Garage, in accordance with Plan No. 7315, be approved;
and the Director of Public Works/City Engineer authorized to
advertise for bids.

STAFF REPORT
Plans for this improvement have been prepared by the
Engineering Division and the project is ready to be advertised
for bids.
The project consists of furnishing and installing two
3-post hoists, with a capacity of 68,000 pounds, within bays in
the Central Garage Shop. These hoists were recommended by the
Garage Management Audit Study as a means to improve efficiency
and secure a higher level of preventative maintenance.
The estimated cost for furnishing and installing these
hoists is $60,000.
An amount of $60,000 has been allocated, under Account
No. 001-311-55729, to finance the costs of this project.
These hoists will improve the reliability and availa-
bility of the City's fleet, which provides essential services,
such as police protection, refuse collection, etc. By improving
these features, the vital services provided by the City will be
enhanced. Therefore, we recommend that a finding be made that
these hoists are needed for health and safety reasor.s.
The Planning Department has reviewed this project and
determined that it qualifies for a categorical exemption under
the provisions of the California Environmental Quality Act.
We recommend that the plans be approved and authorization
granted to advertise for bids.
URGENCY CLAUSE:
An implementation plan has been developed for the recommendations
set forth in the Garage Management Audit Study. It is necessary
that approval to advertise be granted at the meeting of 9-08-87,
in order that the hoists can be installed by the time the per-
sonnel to be hired for the swing shift are available.
