Synopsis of Previous Council action:
None
Recommended motion:
That Mayor and Common Council authorize and direct staff to take appropriate actions to
develop and submit to the U.S. Housing and Urban Development (HUD) a Comprehensive Homeless
Assistance Plan (CHAP). Further, that the Mayor and Common Council authorize staff to solicit
proposals for the Emergency Shelter Grant Program and utilize the Mayor's Task Force on the
Homeless to review eligible proposals and make funding recommendations to the Mayor and
COl1111on Council.

STAFF REPORT
On September I. 1987. staff received the attached notice from
HUD regarding the Emergency Shelter Grant Program. Said
notice indicates the City has been allocated $29,000 to
provide certain types of assistance to the homeless. The
local government is required to match the $29,000 grant with
cash or in-kind contributions totaling the grant amount.
Prior to receiving the funds the city must develop and submit
a Comprehensive Homeless Assistance Program (HAP) to HUD no
later than September 8, 1987. The "official" application is
done by October 15. 1987.
Based upon the stringent time frames noted above. I am
recommending that staff be authorized to solicit proposals
immediately and utilize the Mayor's Task Force on the
Homeless as the intermediate review and recommendatory
authority. with the Mayor and Common Council making the
funding award decisions.

SUBJECT: Official Notification of $29,000 Grant Allocation
On July 22, 1987, President Reagan signed into law the Stewart B.
McKinney Homeless Assistance Act. This legislation is intended to provide
urgently needed assistance to protect and improve the lives of the
homeless. HUD is responsible for administering the housing provisions in
Title IV of the Act including the Emergency Shelter Grants (ESG) Program.
ESG funds may be used for rehabilitation or conversion of buildings to
provide shelter for the homeless and for certain related activities.
In accordance with Section 416(b) of the Stewart B. McKinney Homeless
Assistance Act of 1987, this letter serves as official notification of your
grant allocation in the amount shown above.
Please note that the law requires tight deadlines for submitting the
Comprehensive Homeless Assistance Plan (CHAP) and the ESG Application. An
approved CHAP is needed to obtain assistance under any of the programs in
Title IV of the Act. The deadline for submission of the CHAP is
September 28, 1987. The ESG application must be submitted by the due date
shown below. Meeting these deadlines will avoid triggering reallocation of
your funds to other jurisdictions.
Please contact the Community Planning and Development Division of the
HUD field Office for your geographic area if you have any questions or need
any assistance concerning the ESG Program or the CHAP. We have committed
ourselves to meeting the Congressional mandate for speedy distribution of
funds under this Title and will process your application and grant award
expeditiously.
