Dear Mayor and Council:
On June 2, 1987 the pla~nina Commission nf the City of San Bernardino

Recreational Vehicle Park on 9th Street west of Tippecanoe.
We wish to appeal Standard Condition No 10 of the C.U.P. due to the extremely
high undergrounding costs of the 12KV lines along 9th Street. Standard Condition
No. 10 states "All Utility Lines shall be installed underground subject to exceptions
approved by the Planning Department and the City Engineer".
When phase One (1) of this development was constructed it was given an excepti
by the Mayor and Council due to the extremely high underground costs. The
Phase two C. U. P. No. 87-27 also has this condition, but when the planning analysis
was perfonned and amendments recommended by the Planning Department the total
project was analyzed it took both phases into consideration.
If this condition is not exempted the Phase One will have overhead Electric
lines and the Phase Two development will be required to have underground lines, which
mean the development costs would put the financial well-being of the project into
jeopardy. Additionally, the use of the property is transitional in nature with
the underlying Commercial-Manufacturing Zone to be realized in the future. It
should be noted that the R V Park was the first development to be implemented in
this area of the City along 9th street and was the initial pioneering project.
For these reasons, we respectfully request the Mayor and Common Council
grant an exception from Standard Condition No. 10 and allow the existing utility
lines to remain overhead for Phase Two as has been previouly granted for Phase One.

At the meeting of the Planning Commission on June 2, 19B7,
the following action was taken:
The application for Conditional Use Permit No. 87-27, to
permit a 31 space addition to a recreational vehicle park in
the C-M Commercial-Manufacturing zone on an irregular1y-
shaped parcel of land consisting of approximately 1.4 acres
having a frontage of approximately 427 feet on the north side
of Ninth Street and being located approximately 992 feet west
of the centerline of Tippecanoe Avenue and further described
as 1080 East. Ninth Street, was approved based upon findings
of fact contained in the staff report dated June 2, 1987 and
subject to the conditions and standard requirements listed
therein.
According to the San Bernardino Municipal Code,
19.78.070., the following applies to the filing of a
tional use permit:

appeal shall be submitted to the office of the City Clerk
within ten days from the date of the Commission's decision.

reject the decision of the Planning Commission."

The applicant is proposing to establish a 31 vehicle space addition to an
existing Recreational Vehicle (RV) Park approved under Conditional Use
Permit No. 86-5 on March 18, 1986. The existing RV Park is comprised of
80 vehicle spaces. The additional 31 spaces would raise the total to 111
vehicle spaces. Phase II consists of 1.4 acres located on the north side
of Ninth Street, west of Tippecanoe. The overall site will consist of
4.67 acres.
2. Zoning and General Plan:
The existing zoning for the existing and the proposed additional 31 spaces
is C-M, Commercial Manufacturing. The General Plan designates the site
for Light-Industrial. Recreational Vehicle Parks are permitted in any
zone subject to the approval of a conditional use permit.
3. Access and Circulation:
Three access points will be provided for the project from 9th Street. Two
are found in the existing portion and one proposed for the addition. The
interior private streets will maintain a 32 foot full width throughout.
4. Park~:
As this is an addition to an existing RV Park the entire site is to be
considered in the analysis. The existing site has 80 RV spaces with 14
guest parking spaces provided. This is a RV space to guest parking space
ratio of 5.71. The 'proposed addition will have 31 RV spaces and 6 guest
parking spaces for a ratio of 5.16. Merging the two phases together there
wi 11 be a total of 111 RV spaces with 20 guest spaces creating a ratio of
5.55 spaces. To better distribute parking parking throughout the develop-
ment staff recommends the removal of one RV space and devote that area
(4 spaces) to guest parking. In addition staff recommends to delete two
angular guest parking spaces as shown on the proposed plan, relocating
them to the RV space which staff recommends to be deleted above. Staff
has amended the proposed plan to display the recommendation. The amended
plan is attached and is labled "Amendment No.1". If approved as recom-
mended by staff two additional guest parking spaces would be provided and
one RV space would be deleted creating 110 RV spaces and 22 guest spaces
for a ratio of 5.00.
5. Landscaping:
The proposed addition will maintain an 18 foot landscaped setback from the
property line on 9th Street with a 6 foot block wall matching the existing
wall to the east. A six foot block wall will be established on the north

property line for screening purposes and protection from the abutting
flood control channel. The wall will continue alon9 the west property
line except for that area which may be required as access easements for
the San Bernardino County Flood Control District. Interior landscaping of
the proposal will be treated in a similar manner as the first phase with a
landscaped area with a tree separating' each RV space.
6. At their regularly scheduled meeting of May 7, 1987, the Environmental
Review Committe recommended the adoption of a Negative Declaration.

FINDINGS of

1. The porposal is an addition to an existing RV Park. The General Plan
designates the site for Light Industrial and the zoning of C-M,
Commercial-Manufacturing is considered consistent with the General Plan.
The proposed land use is acceptable in the C-M zone subject to the appro-
val of a conditional use permit.
2. The site is sufficient in area to accomodate the proposed Recreational
Vehicle Park.
3. Sufficient ingress/egress is provided with three, two~way driveways onto
Ninth Street.
4. The proposed Recreational Vehicle Park addition is not incompatible with
the surrounding land uses.
RECOMMENDATION:
Based upon the observations and findings of fact contained herein, staff
recommends approval of Conditional Use Permit No. 87-27.

from the date of approval. However, if no development has been initiated at
the end of the l2-month period, the application shall expire. Additional
time may be approved upon request of the applicant prior to expiration of
the l2-month peri od. Expi rati on Date: .June 2, 1988.

a. This development shall be required to maintain a minimum of -1- stan-
dard off-street parking spaces. (For guests)
b. All parking and driving aisles shall be surfaced with two inches of AC
over a suitab I e base or equivalent as approved by the City Engi neer.
Parking spaces shall be striped and have wheel stops installed at least
three feet from any building, wall, fence, property line, or walkway.
c. Whenever an off-street parking area is adjacent to or across an alley
from property zoned residential, a solid decorative wall six feet in
height shall be erected and maintained along the property line so as to
separate the parking area physically from the residentially zoned pro-
perty provided such wall shall be three feet in height when located
within the required front or street side yard setback. Where no front
or street side yard is required, such wall shall be three feet in
height when located within ten feet of the street line.
d. Whenever an off-street parking area is located across the street from
property zoned for residential uses, a solid decorative wall or equiva-
lent landscape berm not less than three feet in height shall be erected
and maintained along the street side of the lot not closer to the
street than the required depth of the yard in the adjoining residential
ar'~a. No fence or wall located in the front setback shall obscure the
required front setback landscaping.
~ REFUSE ENCLOSURES:
Whenever refuse bins are located within or adjacent to a parking area used
by the public, they shall be enclosed by a decorative wall six feet in
height along the rear and sides and screened gate(s) six feet in height
along the front. The enclosure shall not be placed within the required
front or street side yard setback area. Exact location and size of refuse
enclosures are to be determined by the Planning Department and Division of
Public Services Superintendent.

LANDSCAPING:
The intent and purpose of this section is to prevent trees and other
landscaping from damaging public improvements.
a. Street trees must be installed at a minimum of 30 feet on center.
Varieties and exact location shall be determined by the Director of
Park and Recreation.
b. All required setbacks abutting a public right-of-way shall be
landscaped (except for walks and driveways which bisect or encroach
upon the required landscape area).
c. Three copies of a landscape plan (including plant material
specifications) shall be submitted to the Planning Department and Park
and Recreation Department for review and approval.
d. All required landscaping shall be protected from parking areas and
shall be provided with automatic sprinkler facilities which shall be
mai ntai ned in an operati ve conditi on.
e. Interior planting shall be required and maintained equal to at least
five percent of the open surfaced parking area excluding the area of
landscaping strip required by subsection "b" and shall include at least
one tree for every five spaces or major fraction thereof. Measurements
shall be computed from the inside of perimeter walls or setback lines.
f. The required setback(s) from the north , south X ,east ,
west_____ property line shall be densely landscaped with mature trees,
shrubs, and groundcover. A -foot landscaped earthen berm shall be
erected and maintained within the setback along the above indicated
property line.

a. All lighting fixtures in the parking areas shall be directed away from

MECHANICAL EQUIPMENT:
a. Air conditioning and vent ducts shall be directed away from any adja-
cent residential uses.
b. All mechanical equipment located on the roof shall be screened and
located away from adjoining residential uses. Screening design shall
be approved by the Planning Department.
Compliance with all recommendations of the Geology Report shall be required
(if applicable).
Grading and revegetation shall be staged as required by the City Engineer
in order to reduce the amount of bare soil exposed to precipitation.
During construction, the City Engineer may require a fence around all or a
porti on of the peri phery of the si te to mi ni mi ze wi nd and debri s damage to
adjacent properties. The type of fencing shall be approved by the City
Engineer to assure adequate project site maintenance, clean-up and dust
control.
Within 75 feet of any single-family residential district, the maximum
height of any building shall not exceed one-story or 20 feet unless the
Commission determines that due to unusual topographical or other features,
such restrictive height is not practical.
All uti lity lines shaJ.l be installed underground subject to exceptions
approved by the Planning Department and the City Engineer.
No Certificate of Occupancy shall be issued prior to compliance with these
Standard Requirements as well as all provisions of the San Bernardino
Muni ci pa 1 Code.

All signs shall be in conformance with San Bernardino Municipal Code
Section 19.60. Three copies of a plot plan and elevation of the sign drawn
to scale shall be submitted to the Planning Department for review and
approval prior to issuance of the sign permit from the Building and Safety
Department.
a. Monument-type signs shall not be located within the required setback
for the zoning district in which the sign is located. The monument
sign shall be located a minimum of 5 feet from the property line. If
the monument sign is located within the setback, it shall not exceed
an overall height of 3 feet.
b. All freestanding signs must have 8 feet of clearance between average
ground level and the bottom of the sign.

18. Dedication of sufficient right-of-way along adjacent stl'eets to
provide the ultimate master-planned width or as determined by the
City Eng1neer.
Drainage ~ Flood Control
19. All necessary drainage and flood control measures shall be subject
to the requirements of the City Engineer, which may be based in
part on the recommendations of the San Bernardino County Flood
Control District. The developer"s Engineer shall furnish all
necessary data relating to drainage and flood control.
20. A catch basin and storm drain, shall be installed on the north side
of Ninth Street to carry street drainage into Warm Creek Channel.
Grading
21. If more than I' bf fill or 2' of cut is proposed, the site/plot
grading and drainage plan shall be signed by a Registered Civll
Engineer and a grading permit will be required.
22. If more than 5,000 cubic yards of earthwork is proposed, a grading
bond will be requfred and the grading shall be supervised in
accordance with section 7012 (c) of the Uniform Building Code.
23. The site/plot/grading and drainage plan submitted for a building
permit shall contain sufficient ground elevations (both existing
and proposed), bullding pad and finished floor elevations, grade
slopes, and gradients to define the amount of grading to ba done
and the means of draining the site.

vehicle park expansion, located on 9th St. west of Tippecanoe, that was submitted
to us by Edward Leonelli. Through this review it was determined the District
needs a portion of the proposed expansion area dedicated, in fee, to it for
operation and maintenance purposes in conjunction with Upper Warm Creek and Twin
Creek Channels. '

Justification for this appeal was provided by letter of 8-25-87,
from Roy F. Kroll & Associates, Inc.
Conditional Use Permit No. 87-27 was approved at the Planning
Commission Meeting of 6-02-87. One of the conditions of approval
was:
"10. All utility lines shall be installed underground subject
to exceptions approved by the Planning Department and
City Engineer."
I have reviewed the site and found no unusual physical features
that would render undergrounding the utility lines, along the
north side of 9th Street, unfeasible. The voltage of the electri-
cal line is within the limits that are routinely undergrounded.
Since I find no reasons to support an exception of the condition
for undergrounding utilities, it is my recommendation that the
appeal be denied.
A meeting was held on 8-26-87 with a representative of Edison
and the two developers (Recreational Park and Assured Mini Storage).
Edison agreed to bear the cost of undergrounding utilities in
front of the existing phase of the R.V. park and the parcel at
the northwest corner of 9th Street and Tippecanoe Avenue. This
will result in all the utilities along the north side of 9th
Street being undergrounded, from the flood control channel
easterly to Tippecanoe Avenue, and along the west side of
Tippecanoe Avenue, from 9th Street to the flood control channel.
A copy of the letter from Edison is attached for your reference.

Dear Mr. Wear:
This letter is to summarize our discussion of 08/26/87, regarding
the underground ordinance per the City of San Bernardino. Those
in attendance were:
Jon Roberts - City of San Bernardino
Henry Wingson - City of San Bernardino
Ed Leonelli - San Bernardino R.V. Park
Charles Wear - The Assured Group
Ben Murguia - Southern California Edison
As discussed, Edison estimates that the cost to convert the
existing power lines from overhead to underground, at both
project locations, will be approximately $75.00 per linear
foot of existing line.
Additional conduits, excavation and backfill required to make
the undergrounding continuous will be reimbursed to the
developer by Edison.
Please keep me apprised of any further developments regarding
this matter, and thank you for your cooperation and assistance.
