Synopsis of Previous Council action:
June, 1986 --- Allocation of $48,784 from 1986-87 CDBG Program approved.
Recommended motion:
1. That a finding be made that the installation of field lighting
at AYSO Park, in accordance with Plan No. 7099, is needed for
health and safety reasons.
2. :hat the plans ~or installation of field lighting at AYSO Park,
1n accordance w1th Plan No. 7099, be approved; and the Director
of Public Works/City Engineer authorized to advertise for bids.

plans for installation of soccer field lighting have been
prepared by the Engineering Division, and the project is ready
to be advertised for bids. The project consists of installing
lights on two soccer fields. Bids will also be requested for
two additional fields, as Additive Alternates.
Listed below is an estimate of the total project cost:

TOTAL ESTIMATED PROJECT COST $80,000
All construction will have to comply with requirements of
the Office of the State Architect, since this site is still
owned by the School District. These requirements have
necessitated engaging a Structural Engineer and an Electrical
Engineer, and paying filing fees to the Office of the State
Architect. Review of the plans by the Office of the State
Architect has extended the design time by a considerable
amount.
An amount of $78,874 has been allocated from CDBG Funds,
under Account No. l2l-160~57162. The County is providing
$30,000 of this amount. The two additional fields have been
included in the bid documents, since the County has expressed
an interest in providing supplemental funds to cover their
costs.
We recommend that the plans be approved and authorization
granted to advertise for bids.

Soccer teams currently practice on any lighted field available.
Installation of lights on these fields will provide adequately
illuminated areas for practice, and thereby help to reduce the
possibility of accidents or injuries. Additionally in California
Public Resources Code, Section 5701, the legislature of the
State of California has made the following pertinent findings:
(b) Community, neighborhood, and regional parks, beaches,
recreational areas, recreational trails, and other recreational
facilities, and the preservation of historic sites and structures
contribute significantly to a healthy physical and moral environment
and also contribute to the economic betterment of the state.
(c) Many older parks and recreational facilities have
deteriorated to the point where the original investment in them
may become lost, and prompt action is necessary to restore them to
usefulness.
Based on the above, we recommend the finding that installation
of field lighting at AYSO will contribute to the health and safety
of the community.
