Detective Covey has also attended the International Outlaw Motorcycle Gang Investigators Conference in previous years. One was held in Omaha, NE and another in Reno, NV. Recommended motion: That out of state travel for Detective Ron Covey to atte~ the International Outlaw Motorcycle Gang Investigators Conference in Knoxville, Tennessee, September 14 through 18, 1987, be approved. These gangs have evolved from being just anti-social, racially-oriented misfits into highly-sophisticated criminal organization whose activities run the gamut from murder and violent crimes to the manufacture and distribution of narcotics. They are still anti-social and very racial in nature, but they do not exist for social purposes. The attendence at this conference will benefit the San Bernardino Police Department in its ongoing efforts locally and also law enforcement generally in keeping abreast of the activities of these criminal organizations. There is also the possible future benefit to the City in areas outside the law enforcement aspect. Cost of the conference is $1019.00. RON COVEY Date 8-14-87 Approved Date Si r, Pursuant to City Council policy and department regulations, I respectfully submit this request to attend the International Outlaw Motorcycle Gang Conference, being held this year in Knoxville, Tenn. The dates of this conference are Sept. 14-18, 1987. This conference is a budget approved item. In support of this request, I provide the following information for your's and the council's consideration, This conference brings together investigators from allover the world who are actively involved in the investigation of outlaw motorcycle gangs. These gangs have evolved from being just anti-social, racially-oriented misfits into highly-sophisticated criminal organizations whose activities run the gamut from murder and violent crimes to the manufacture and distrib- ution of narcotics. They are still anti-social and very racial in nature, but they do not exist for social purposes. San Bernardino has been in the forefront of this phenomenon since these groups began in the late 1940's. We have the distinction of being the spawning ground or originating location for two of the most notorious of these gangs; the Hells Angels and the Vagos. I could cite pages of case examples wherein these entities have been investigated and prosecuted for large-scale narcotics trafficking, but I feel one will be sufficient; in one operation, the FBI arrested 122 members of the Hells Angels for large quantity sales of meth- amphetamine and all 122 arrestees now stand convicted with the average length of sentence being 20 plus years. The number one chapter of the Hells Angels is the "Berdoo" chapter. Additionally, I feel it is important to note that, the San Bernardino Police Department is in the forefront of the investigation of these organizations and is considered by the law enforcement community as being a leading expert in this field. To that end, this department is a member of the International Steering Committee for the yearly international conference and through Det. Covey, coordinates and oversees all of the venues of the conference. One of the important tasks of the committee is the selection of the location and host agency for the upcoming conferences. The 1988 conference has already been decided and will be held in Las Vegas, Nevada, however the 1989 site has yet to be selected. It is the feeling of this department, that the City of San Bernardino could benefit from several standpoints, by being the host city for the 1989 conference, We will have an adequet hotel facility/convention center in operation well before then and can make an appealing offer to the steering committee. This years conference is being limited to 300 attendees due to lodging limitations. This pretty much coincides with the usual attendance at past conferences and there is no reason to expect any less at future confer- ences. Therefore, while attending the 1987 conference, I will ascertain exact facts and figures relating to the number of rooms rented and fees paid to the host hotel for the conference rooms used and the other various amenities involved. In conclusion, I feel that my attendence at this conference will benefit the San Bernardino Police Department in its ongoing efforts locally and also law enforcement generally in keeping abreast of the activities of these criminal organizations. There is also the possible future benefit to the city in areas outside the law enforcement aspect, And I respect- fully request to be allowed to attend this conference as a representative of the San Bernardino Police Department and the City of San Bernardino.
