Re: Sewer Service request for 4380 David Way
We have applied for city sewer service at the above address
several times and have been denied by the Board of Water
Commissioners each time, the latest date being 3/12/87.
We have spoken with L.A.F.C.a. about annexing our property to the
City of San Bernardino; they have discouraged us due to the fact
we would create another "island". (See enclosed map).
We are appealing to the Mayor and Council to overturn the water
commissioners decision based upon the following facts:

INTRonUCTION
In a"col"dance with your authorization, we have performed a sewage disposal
investiga~ion on the subject property to evaluate the feasibility of an
on-site sewage disposal system utilizing the septic tank/leach line method
of disposal. The scope of our investigation included: 1) site reconnaissance
by a geologist; 2) review of available data pertient to the site; 3)
laboratory testing of a subsurgace sample; 4) preparation of this report
presenting our findings, conclusions, recommendations, and system design.
This report has been prepared in compliance with the format requested by
the County of San Bernardino Environmental Health Services. Actual percolation
testing was not required by the County due to the very coarse granular
nature of the subsurface soils.

1. DESCRIPTION OF SITE AND OF PROPOSED DEVELOPMENT

1.2 Property Location
The general location is indicated on the Index Map, Page 2.
At the time of our original fault investigation (Earth Technics,
1986), the site was completely enclosed by a chain link fence.
The address of the property is 4380 David Way, San Bernardino,
California, and the Assessor's Parcel No. is 270-142-04.
The property represents a portion of the southeast 1/4 Section
14, T.1N., R 4W, S.B.B.M.
1.3 Property Development
a. The subject site will be utilized for construction of
a single family residence with 3 bedrooms.
b. The parcel is approximately 1.2 acres in size (52,272
square feet).
c. A septic tank/leachline disposal system is proposed to
dispose of on-site sewage effluent.
d. Plot Plan - See Plate 1.

1.4 DescriPtion of Site and Surroundings
a. At the time of our initial inspection in April 1986 for
the fault investigation, an abandoned single family
residence was located at the site along with appurtenances
such as a pool and detached garage. The site is
essentially flat with southwest natural slopes of less
than 2%. See the Index Map and Plot Plan for topographic
relief of the property.
b. No drainage courses cross the site and drainage is via
sheet flow to the southwest.
c. Large trees and oleander bushes are located across the
property (See Plot Plan).
d. As discussed in "a" above. the site was once occupied
by a single family residence. The structures above have
been removed and some preliminary foundation work in-
cluding a basement excavation has been started.
e. No existing or abandoned wells are known to exist within
200 feet of the proposed sewage disposal area.
f. The entire site is underlain by recent and older alluvium
to a minimum depth.
g.
Groundwater was encountered at a depth of

6. DESIGN
6.1 Criteria
6.1.1 No percolation test ing was performed, but based on the
coarse nature of the subsurface materials and lack of
fines (Appendix B), we have assigned a percolat ion rate
of 5 minutes per inch.
6.1.2 When installed as shown on Plates 2 and 3. approximately
4-4~ feet of soil will be present between the bottom
of the leachlines and the historic high ground water
of 7-7~ feet. Laboratory testing indicates that less
than 10% fines exist in the subsurface materials below
2~ feet. Sections 6.1.2 and B, page A-2, in the County's
Soil Percolation Standards indicate that separation must
be more than 5 feet when less than 10% fines are present.

the leachline must be augmented with sufficient silty
sandy loam as shown in Plate 3. Our test ing (Appendix B)
indicates that the near surface soils at 0 - 2~ feet
could be utilized as a source of fine grained material.

Based on the minimum percolation rate of 5 minutes/inch, an
application rate of 0.83 minimum square feet of absorption area
per gallon of effluent per day was assigned. For a three bed-
room home. 670 gallons per day of effluent generation are
estimated (UPC. 1982).

7. SYSTEM DESIGN
A system des ign is provided for on the accompanying Plot Plan.
Plate 1. This design incorporates all requirements for depth. area
and allowable separations. Using an estimates 670 gallons per day,
a 1. 000 gallon sept ic tank is required (flow x 1. 5. UPC criteria l.
with a leach area of 830 square feet. Utilizing 1 foot of gravel
beneath the leachline allows 3 square feet per linear foot of trench
or 276 linear feet.
8. CONCLUSIONS AND RECOMMENDATIONS
8.1 Conclusions
8.1.1 The use of on-site sewage disposal by means of the septic
tank/leachline method of disposal is geotechnically
feasible, provided our recommendations concerning system
design are incorporated during construction.
8.1.2 There is sufficient space on the lot for the proposed
development and to support an individual sewage disposal
system that will meet the current codes and standards
of the County Environmental Health Department and Santa
Ana Regional Water Quality Control Board.
8.1.3 Groundwater was encountered at a depth of 8~ feet and
soil evidence present (mottling, etc.) indicated ground-
water had been previously as high as 7~ feet from the
existing ground surface.
8.2 Recommendations
8.2.1 The leachlines should be installed as shown on Plates
2 and 3.
8.2.2 Leachlines should be confined to the upper 2 to 3~ feet
of ground to take advantage of soil where possible and
and increase separation to ground water.
8.2.3 The sept ic tank/ leach line system should be installed
in accordance with current UPC codes.
8.2.4 If grading in excess of 2t feet is performed in the area
of the disposal system, additional percolation testing
may be necessary.
8.2.5 During excavation and installation of leachline trenches,
Earth Technics should observe the exposed soils to insure
anticipated conditions exist and the design recommended
is adequate.
8.2.6 Sieve testing of backfill material shown in Plate 3 should
be provided to assure adequate fines.
