architects. and the project is ready to be advertised for bids.
This facil ity will be constructed on a 1.5 acre site on the north side
of Vanderbilt Way, west of Carnegie Drive. Only the front 166 feet will
be developed at this time, in order to reduce costs. This site was
acquired by the Redevelopment Agency from the Tri-City Corporate
Complex, at no cost to the City.
The fire station will have 6,300 square feet. Accommodations will be
provided for 9 personnel and 3 apparatus bays. The bays were designed
to accommodate a 1 adder truck, whenever one is acqu i red for thi s sta-
tion. Tri-City has requested an opportunity to review the final plans
in order to verify that the architectural treatment will be compatible
with other buildings being constructed within the complex.
A landfill for residential refuse was operated within this general area.
The parcel for the fire station is at the edge of the landfill site. An
amount of $70,000 was included in the original estimate for special
construction features required, due to the buried refuse. Two alter-
nates were presented by the Architect. The first included removing
refuse to a depth of 9 feet under the building, and constructing a
structural mat foundation. The second was to remove all refuse under
the building (to a depth of about 23 feet) and spreading it on the
remainder of Parcel 31. Since the estimates of cost for both alter-
nates were about the same, the second was selected because it el im-
inated the possibility of differential settlement.
The County Health Department has recommended that a methane gas monitor-
ing system be provided, due to the possible horizontal migration of gas
gener'ated from the buried "efuse. A supplemental design contract was
issued to SCS Engineers to design and certify this system.
Listed below is an estimate of the total project cost.

Certificates of Participation were sold to raise funds for the fire
station. computer-aided dispatch system. and new telephone system for
City Hall. Funds to make the annual debt service payments for the fire
station (including apparatus and furnishings) will be provided from
assessments on parcels within Assessment District No. 971.

Tri-City Corporate Complex has agreed to finance the cost of the access
road. since it will be used to provide access to their parcels to the
east and north. This participation will increase the construction funds
to $729.800. Some savings may be realized from the sale of the appar-
atus~hjch could be applied to the construction cost.
The ~Qtdl estimated construction cost is $184,800 in excess of available
fund~., It was the recommendation of the Legislative Review Committee
that the project be advertised for bids and the matte I of supplemental
funding addressed after the low bid price is known.

All bidders will be required to submit a breakdown of their lump s~m bid
price within 24 hours after bid opening. This will allow us to identify
items of higher than expected costs and negotiate a change order with
the low bidder to reduce the contract price.
The final estimate of cost is higher than the original estimate, due to
the costs of handling the buried refuse being more than anticipated,
inordinate amount of time required to establish the assessment district
and acquire the land, and increase in size of the building to aCCOIHII\O-
date future additional personnel and larger apparatus.
We recommend that the plans be approved and authorization granted to
advertise fOI' bids.

On July 14, 1987, the City mailed out the Notice of Preparation of
a Negative Declaration for the construction of the Tri City Fire
Station, The following comments were received and responses are
attached.
A.
(1) We agree. This is explained further in Exhibit "D",

Subject: Negative Declaration For The Tri-City Fire Station Project
Comments are provided on the initial study and mitigation measures regarding
the Tri-City Fire Station. These comments are addressed to landfill excavation
and landfill gas protection measures for the fire station.
A. Landfill Excavations
A primary mitigation measure to reduce potential landfill gas entering the
fire station is excavation of buried refuse in the proposed building area.
To accomplish this, the following should be considered:

An Excavation Management Plan covering quantity and characteristics of
materials removed and safety measures taken shall be submitted and
approved by the San Bernardino County Department of Environmental Health
Services (D.E.H.S.)and'the-South Coast Air Quality Management District.

Before excavation can begin, two permits will be required: a California
Waste Management Board facility_permit issued by the San Bernardino County
Department of Environmental Health Services and a permit issued by the
South Coast Air Quality Management District. All applications and re-
quired information must be submitted to the San Bernardino County Depart-
ment of Environmental Health Services at least 120 days prior to commence-
ment of excavation.
3. . All excavated refuse shall be disposed of at an approved landfill and
not at the Tri-City Complex as proposed.

Where hazardous waste is found, this waste shall be separated and disposed
of at an approved landfill.

If problems arise during excavation, cease operation and notify D.E.H.S.
Operation will commence only after proper mitigation measures are taken.
~ The excavated site shall be filled with clean soil and compacted to
acceptable standards such as a minimum of 90 percent (ASTM procedure D1557)
to minimize settlement.
1 If not all of the buried refuse can be excavated, a new plan of action
shall be proposed for review and approval.

8. . A monitoring program shall be conducted during excavation utilizing a
portable meter such as a Gas Tech Sniffer. The monitoring data shall
be sent to D.E.H.S. for revie~;

B. Landfill Gas Protection Measures
Protective measures should be taken based on the extent of landfill gas
migration found at the landfill perimeter. For this reason, a monitoring
program shall be, set up and consideration be given to the following items:
/. . Monitoring probes shall be installed between the fire station and the
landfill to determine the level of gas entering the project area. These
probes will form part of the Tri-City Development landfill gas monitoring
system.
1. . Since the fire station will be about 10 feet from the remaining landfill,
it is expected that gas migration will be significant and will require'
the proposed passive venting system be augmented with an active mode of
operation.
3. . The membrane placed under the fire station should be carefully sealed
and penetrations of the membrane should be minimized by installing
utilities above ground where possible.

Proposed building probes or sensors to detect gas entering the building
should also include an automatic alarm system to warn when significant '
levels of gas is detected. This system should operate 24 hours/day,
7 days/week and monitoring data should also be collected and subminted
to D';E:.H.S. ,'for review.
