A Negative Declaration was accordingly prepared. The City of San Bernardino proposes to adopt a Negative Declaration for the above referenced project. The Environmental Review Committee found that the project will not have a significant effect on the environment on the basis of the attached Initial Study and mitigation measures (if applicable). To MAYOR AND COMMON COUNCIL From ENVIRONMENTAL REVIEW COMMITTEE Date AUGUST 3, 1987 Subject TRI CITY FIRE STATION Approved Date On July 14, 1987, the City mailed out the Notice of Preparation of a Negative Declaration for the construction of the Tri City Fire Station. The following comments were received and responses are attached. A. (1) We agree. This is explained further in Exhibit "D", (2) We acknowledge. The City will apply for these permits as required. (3) We acknowledge. (4) We acknowledge. (5) We acknowledge. (6) We acknowledge. The City will fill the excavated site and compact the soils to acceptable levels as explained in Exhibit "D". (7) The City will remove all of the buried refuse from the site. (8) The City will monitor during excavation as explained in Exhibit "E". 13. (1) The City has set up a long range monitoring system as explained in Exhibit "E". (2) We acknowledge. This is addressed in EXhibit HE." , (3) The methane gas collection system negates the need for the membrane layer underneath the fire station. However, based on the monitoring system during excavation, the City will reevaluate this if necessary. (4) We acknowledge. CA Attention: Gene Klatt Subject: Negative Declaration For The Tri-City Fire Station Project Comments are provided on the initial study and mitigation measures regarding the Tri-City Fire Station. These comments are addressed to landfill excavation and landfill gas protection measures for the fire station. A. Landfill Excavations A primary mitigation measure to reduce potential landfill gas entering the fire station is excavation of buried refuse in the proposed building area. To accomplish this, the following should be considered: I. An Excavation Management Plan covering quantity and characteristics of materials removed and safety measures taken shall be submitted and approved by the San Bernardino County Department of Environmental Health Services (D.E.H.S.) ,and 'the 'South Coast Air Quality Management District. 2. . Before excavation can begin, two permits will be required: a California Waste Management Board facility_permit issued by the San Bernardino County Department of Environmental Health Services 'and a permit issued by the South Coast Air Quality Management District. All applications and re- quired information must be submitted to the San Bernardino County Depart- ment of Environmental Health Services at least 120 days prior to commence- ment of excavation. 3. . All excavated refuse shall be disposed of at an approved landfill and not at the Tri-City Complex as proposed. 1, Where hazardous waste is found, this waste shall be separated and disposed of at an approved landfill. 5.. If problems arise during excavation, cease operation and notify D.E.H.S. Operation will commence only after proper mitigation measures are taken. ~ The excavated site shali be filled with clean soil and compacted to acceptable standards such as a minimum of 90 percent (ASTM procedure D1557) to minimize settlement. 1 If not all of the buried refuse can be excavated, a new plan of action shall be proposed for review and approval. \;..- 8. . A monitoring program shall be conducted during excavation utilizing a portable meter such as a Gas Tech Sniffer. The monitoring data shall be sent to D.E.H.S. for review; w \ Page 2 B. Landfill Gas Protection Measures Protective measures should be taken based on the extent of landfill gas migration found at the landfill perimeter. For this reason, a monitoring program shall be. set up and consideration be given to the following items: /. . Monitoring probes shall be installed between the fire station and the landfill to determine the level of gas entering the project area. These probes will form part of the Tri-City Development landfill gas monitoring system. ~. . Since the fire station will be about 10 feet from the remaining landfill, it is expected that gas migration will be significant and will require - the proposed passive venting system be augmented with an active mode of operation. 3. . The membrane placed under the fire station should be carefully sealed and penetrations of the membrane should be minimized by installing utilities above ground where possible. -f.' Proposed building probes or sensors to detect gas entering the building should also include an automatic alarm system to warn when significant . levels of gas is detected. This system should operate 24 hours/day, 7 days/week and monitoring data should also be collected and submitt~ed to j);E.H.s.for review. ~ If you have any questions, please contact the writer at 714-387-4655.
