A RESOLUTION OF TLE MAYOR AND COMMON COUNCIL OF THE CI TY
OF SAN BERNARDINO ESTABLISHING A BASIC COMPENSATION PLAN FOR OFFI-
CERS AND/OR EMPLOYEES OF THE CITY OF SAN BERNARDINO, AND REPEALING
RESOLUTION NO. 2265 AND AMENDMENTS THERETO.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO THAT:
SECTION ONE: There is hereby created a basic compensation
plan for all officers and/or employees of the City of San Bernar-

dino.,

SECTION TWO: Subject to the limitations contained in this
11 resolution, there is hereby created a step compensation plan which
12 shall be applied to all officers and/or employees of the City of
13 San Bernardino with the exception of those officers and/or emp-
14 loyees for which a single rate of compensation is provided herein.

SECTION THREE: The basic compensation plan shall consist
16 of various schedules hereinafter listed in this section. Each such
17
schedule shall include five (5 ) steps or rates of pay:

SECTION FOUR: The Administrative Officer shall administer
the basic compensation plan herein contained, and he shall re-
commend to the Mayor and Common Council for approval, the placing
of any officer and/or employee of the City of San Bernardino who
is a new employee of the City, or who has been promoted or trans-
ferred to an employment assigned to a different salary schedule,
in any salary step in such schedule within and including the first
three steps. Provided, however, that, if at the time of promotion,
the officer and/or employee is already receiving a rate of com-
pensation equal to or greater than that provided within the first
three steps of the new range, he shall complete his probationary
period in the new class before receiving an increase in salary.
In determining the proper salary step for such employee, the Admin-
istrative Officer shall take into consideration the previous ex-
perience and qualifications of such officer and/or employee, both
within the service of the City of San Bernardino and elsewhere,
and shall receive and consider reports on such employee from the
head of the department in which such person is to be employed.
Provided, that the officer and/or employee shall be assigned his
proper salary step upon the commencement of his service in the

1 tinuously in the class for one year in Step "CD shall be advanced
2 to Step "D".

(e) An officer and/or employee who has been compensated
4 continuously in the class for one year in Step "D" shall be ad-
5 vanced to Step "E".

(f) An officer and/or employee who is promoted from one
7 class to a higher class shall receive an increase as provided in
8 this section of resolution, unless he is already earning the equi-
9 valent of the "C" or higher step of the new range.
In the latter
10 case, he shall complete his probationary period in the new class
11 before receiving an increase in salary.

(g) The compensation step advancements as provided for in
13 paragraphs a, b, c, d and e of Section Five (5) of this resolution
14 shall become effective automatically on the first day of July or
15 the first day of January of each year in accordance with the fol-
~ lowing provisions:

1. The compensation advancement date shall be July 1st
18 for all those officers and/or employees who shall have completed
19 the required service time on any date from April 1st to Sept em-
20 ber 30th, inclusive.
21 2, The compensation advancement date shall be January 1st
22 for all those officers and/or employees who shall have completed
23 the required service time and any date from October 1st to
24 March 31st, inclusive.
25 (h) When an employee returns to work after a break in "con-
26 tinuous service" as defined in Section 12 of Resolution No. 2771
27 as amended, and when such break in "continuous service" shall have
28 been by leave of absence with the approval of the Mayor and Common
29 Council, his job classification date for the purpose of establishing

shall be entitled to advance to the next salary step.
When an officer and/or employee of the City has been demoted
to a position assigned to either the same or a different salary
schedule, he shall be placed in the highest salary step in such
schedule;
provided, however,
that should the last salary step in
such schedule provide for the same or a higher salary than the

employees of the City of San Bernardino shall be compensated in
accordance with Section Three (3) of this Resolution as follows:
(a) The "A" step shall be the minimum and normal hiring
range. The Mayor and Common Council shall have authority, upon a
recommendation of the Administrative Officer, to start a new emp-
loyee at either Step "B" or Step "CD if it is impossible to recruit
at Step "A", in which case all employees in the class shall be paid
at least as much as the new employee; or if a person of unusual
experience and qualifications is employed who would, upon commencing
work, be as proficient as those already employed within that class.
(b) An officer and/or employee who has been compensated con-
tinuously for six months at Step "A" in a class and who has com-
pleted his probationary period satisfactorily, shall be advanced to
Step liB".
(c) An officer and/or employee who has been compensated con-
tinuously in the class for one year in Step "B" shall be advanced
to Step "Cu.
(d) An officer and/or employee who has been compensated con-
SECTION SIX: The words "officers and/or employees" as used
2 in this resolution shall be deemed to be those who are classified
3 in Section Nine (9) of this resolution.

SECTION SEVEN: That the respective salaries herein provided
5 for shall be paid semi-monthly, to-wit: on the 10th day of each
6 month for the amount earned for the last half of the preceding
7 month; on the 26th day of each month for the amount earned for the
8 first half of the current month.

SECTION EIGHT: Except as otherwise herein provided, all
10 , officers and/or employees of the City of San Bernardino shall be
11 compensated at a monthly rate.
12 i Each officer and/or employee shown under Section Nine and
13 marked with an asterisk (*) shall be compensated on a daily basis.
14 The daily rate shall be established by dividing the monthly rate
15 under the basic pay plan by 21.75. In determining the daily rate
16 as herein provided, computation shall be made to the nearest one-
17 half 0/2) cent.

SECTION TWELVE: That Resolution No. 2265 is hereby repealed
