Resolution No. 87-70 adopted ratifying the award of a contract for
construction of a clubhouse for Fiscalini Field to Randy Wyatt
Construction for low bid price of $172,404.54.
Recommended motion:
That the payment of $15,000, in equal amounts from Accounts
No. 241-361-57002 and 241-361-57004, to the San Bernardino Spirit
Baseball Club, to finance 50% of the cost of the required improvements
to bring the concession facilities at Fiscalini Field into compliance
with the County Health Code, be authorized.

STAFF REPORT
As a part of the improvements to Fiscalini Field to accommodate professional
baseball, the San Bernardino Spirit Baseball Club constructed 5 concession/beer stands.
The County Health Department has performed an inspection of the facilities and noted
certain deficiencies. These deficiencies include, in general, installing water and
sewer lines, sealing the interior, providing handwashing and floor sinks, window
screens and vermin proof doors, and modifying the electrical wiring to accommodate the
electrical demand hot water heaters. Certain modifications will also be needed to the
existing concession building. The total estimated cost of these improvements is
$30,000.00.
Clearance from the County Health Department is required for the Alcohol
Beverage Commission to issue a license to sell beer. The lack of this license
seriously impacts the financial viability of the Spirit's operations, and indirectly
the revenue received by the City.
A temporary clearance has been granted by the Health Department for the sale
of food and non-alcoholic beverages. However, health and safety concerns dictate
that the noted deficiencies be corrected as soon as possible.
The Spirit's have agreed to pay 50% of the cost of these items of work. Also,
to have the work done, since they can accomplish them quicker and accept donations
and voluntary labor. Payment of the $15,000 by the City will represent 50% of the
estimated cost of bringing the concession/beer stands into compliance.
It is proposed that the $15,000 be provided in equal amounts from the Second
and Fourth Ward Park Extension Funds.
URGENCY CLAUSE: Health and Safety issues mandate that these facilities
be brought into compliance with County Health Department standards as
quickly as possible. The inability to sell beer constitutes a financial
hardship on the Spirit and reduces revenue to the City. There is also
the possibility that the temporary permission to sell food and non-
alcoholic beverages could be revoked.
